Drug and medical device makers, insurance companies, lawyers and patients packed a room for two full days of public hearings at the Food and Drug Administration’s campus in Silver Spring, Maryland, this week to debate those rules.A lot is at stake: Companies spend about $27 billion a year to market their products.
