DALLAS, June 21, 2004 /PRNewswire/ -- CIGNA HealthCare has named Randy Spicer as general manager for its new North Texas region. He will work in partnership with Mario DiBlasi, who will continue to serve as the general manager for the South Texas and Louisiana region, to drive growth and earnings performance in Texas.

Prior to joining CIGNA HealthCare Spicer was the director of product strategy and development for Premera Blue Cross in Washington. At Blue Cross & Blue Shield of Arkansas he served as vice president for marketing, underwriting and product development for the health plan. He was also the president and chief executive officer for First Pyramid Life and chief executive officer of Arkansas Health Partners, LLC, a joint venture with Sisters of Mercy Health System, two subsidiary companies. His experience also includes various management positions in Dallas as well as other areas of the country with Prudential Insurance Company of America. Spicer holds both a master’s degree and bachelor’s degree in business administration from the University of Arkansas.
