A California ballot initiative proposing a bond package of up to $3 billion to fund research into medical uses for human stem cells has qualified for the November ballot, the California secretary of state’s office said on Thursday. If California voters approve the bond, it would mark a massive investment in the controversial research, setting the state in opposition to the federal government which has slapped severe limits on stem cell research.
