Biotech Campus Backed, with a Catch

CONCORD --Cabarrus County commissioners voted Monday to join the city of Kannapolis in borrowing money to help build infrastructure to support a biotech campus being built in Kannapolis’s downtown.But there’s a catch. Kannapolis officials wanted to use the state’s recently passed tax-increment financing (TIF) law to pay for the $168.4 million in projects. County officials will consider that, but also voted to consider a type of debt called certificates of participation or COPS.
