California is lagging in key areas of readiness for a bioterrorism attack, according to a national study released yesterday. The state fell short on five of the 10 indicators used by the nonprofit Trust for America’s Health to gauge preparedness nationwide. But it wasn’t alone: The survey found two-thirds of the states were not fully prepared despite large infusions of federal funds over the past three years.
