WASHINGTON, Jan 29 (Reuters) - OncoGenex Technologies Inc., a Canadian biopharmaceutical firm focused on new cancer therapies, on Monday set its planned initial public offering at 4.5 million shares for an estimated price of $10 to $12 each.
