State legislators will form a biotechnology caucus for the first time to better focus on industry-friendly legislation or prevent harmful bills. Two lawmakers will lead the effort: Sen. Jack Hart of Boston, Senate chairman of the Joint Committee on Economic Development, and Rep. Mike Rodrigues of Westport, House chairman of the Joint Committee on Labor and Workforce Development. Both are Democrats.
