The Philadelphia AIDS Consortium Announces Awards For FY 04-05

PHILADELPHIA, May 25 /PRNewswire/ -- The Philadelphia AIDS Consortium, the Ryan White Title II Planning Council and Fiscal Agent for Southeastern Pennsylvania including the five counties of Philadelphia, Bucks, Chester, Delaware and Montgomery, announced today its allocations awards for July 1, 2004 to June 30, 2005.

It is estimated that the HIV/AIDS virus infects over 23,000 persons in the Greater Delaware Valley. A total of $3,360,753 dollars was available from state and federal sources with over 55 agencies requesting a total of almost double that amount.

The President of the Board of Directors, Luciano Orsini, said, “While we are pleased to announce these awards, we do so with full recognition that our resources are not meeting our increasing demand. Governmental funding has remained flat while the number of our clients is dramatically increasing. In part, this is due to the success story of keeping an increasing number of people alive who have HIV/AIDS.”

Larry Hochendoner, Executive Director of The Consortium, added, “We are benefiting from new drug therapies that have significantly increased the longevity of persons living with HIV/AIDS. Yet at the same time we are not keeping pace with this clinical progress by increasing our public funding to help those who are surviving. HIV/AIDS is spreading rapidly in our communities of color, particularly among women and children. We must do a lot more to get people into care and to strengthen our prevention efforts,” Hochendoner said.

Hochendoner also noted that the allocations process is based upon the epidemiological data to guarantee that funding follows the spread of the virus; viz., 61% of monies are earmarked for the African American community, 20% is earmarked for the Caucasian community, 10% for the Latino community and 1% to the Pacific/Islander communities.

In a highly competitive process, Independent Review Panels composed of conflict of interest free consumers and professionals residing outside of The Consortium’s service area determine specific awards.
