RICHMOND, Va. – A lawyer for former Army scientist Steven J. Hatfill urged a federal appeals court Tuesday to reinstate a lawsuit claiming The New York Times ruined Hatfill’s reputation by insinuating he was responsible for the deadly anthrax mailings in 2001.
