MIAMI -- Miami-Dade County authorities started a criminal investigation into plans for a biotech park that never materialized, while county officials severed ties with the developer and vowed to recover public money spent on the troubled project.The project was intended to bring thousands of jobs to Miami’s impoverished Liberty City neighborhood. Millions of dollars were spent on since local leaders announced the plans two years ago, but no buildings have gone up, a Miami Herald investigation found.
