BALTIMORE, Sept. 29 /PRNewswire/ -- THINQ Learning Solutions, Inc. today announced that the Los Angeles County Department of Health Services, one of the country’s largest public health departments, has implemented its THINQ TrainingServer(R) Learning Management System (LMS) for bioterrorism and public health preparedness training. The initial deployment of the THINQ LMS will reach 5,500 learners and has potential to grow to 90,000.
Recognizing local public health workers as the most vital asset in the event of a bioterrorism attack, the Centers for Disease Control identified workforce education and training as one of seven key focus areas for an effective emergency response plan. In particular, the CDC identified utilizing a computer-based education and training system as a component for successful workforce training.
September 11 and the later anthrax outbreaks revealed that the knowledge and expertise of the healthcare workforce -- from nurses to epidemiologists -- is as vital as the number of workers that respond to a crisis. For example, the Columbia University’s Center for Public Health Preparedness was viewed as a training success story when it trained nurses from the New York City Department of Health in emergency preparedness. Eleven days later, this training was proven to be invaluable as many of the trained nurses were among the first public health responders at the World Trade Center attacks. The ongoing training of public health professionals will drive the nation’s ability to prevent, detect, respond to and recover from terrorist attacks.
“It is the combined expertise of industry and science that will make it possible to provide advanced equipment for first responders ... and that will produce the countermeasures to prevent chemical, biological, radiological, nuclear and high explosives attacks,” said Dr. Charles E. McQueary, Under Secretary for Science & Technology, Department of Homeland Security, speaking recently at Purdue University. “We need the collective wisdom of those in science and technology to apply to protect the lives of Americans here at home.”
The THINQ contract is part of a larger grant from the CDC for a bioterrorism preparedness program in the Los Angeles metropolitan area. The CDC awarded the LADHS $30 million to prepare for potential bioterrorism attacks, one of the four largest grants awarded to a metropolitan area for emergency preparedness. Chosen from a field of more than 10 providers, a critical factor in THINQ’s selection was its integrated learning technology suite offering, advanced testing and assessment capabilities, as well as the company’s ability to have the system fully deployed in 60 days. In fact, THINQ was able to implement the LMS ahead of schedule and within budget.
“THINQ is honored to support the LADHS as it readies its workforce to identify and respond to a potential bioterrorism attack on the U.S.,” said Raymond Maskell, CEO of THINQ Learning Solutions. “We believe that LADHS’ approach to training is both a thoughtful and effective one that will ultimately provide the residents of Los Angeles County with an unparalleled level of safety and security. Further, it will serve as a model for other counties across the country and around the world.”
