ACS Awarded Fifth Consecutive Contract To Administer Louisiana Healthcare Programs

DALLAS, Sept. 13 /PRNewswire-FirstCall/ -- Affiliated Computer Services, Inc., , a premier provider of business process and information technology outsourcing solutions, announced today that it has signed a contract to continue providing management services for the State of Louisiana CommunityCARE, KIDMED, Community Supports and Services, Long Term Personal Care Services, and Personal Assistance Services programs. The contract is valued at $51 million over 5 years. This is the fifth consecutive contract award to ACS to support the Primary Care Case Management (PCCM) Program; Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program; and Waiver Program.

Since 1991, ACS has provided Louisiana with administrative services to support KIDMED, Louisiana’s EPSDT program designed to make health services available and accessible to the approximately 615,000 Medicaid-eligible, low- income residents under the age of 21. ACS’ scope of work was later expanded to include implementing statewide the CommunityCARE Program, a PCCM program that operated in 20 Louisiana parishes as a pilot program. There are now over 740,000 Medicaid-eligible residents in the CommunityCARE Program, with over 1,600 Primary Care Physicians providing medical homes to them. CommunityCARE improves access to medical care for a population that historically encountered many barriers to that access.

Under the new contract, ACS will continue implementing the State’s new Personal Care Services Waiver Program, managed by the Bureau of Community Supports and Services. The State designed the personal care program to provide home and community-based services to low-income elderly and disabled residents. Through a centralized call center, ACS assists applicants with the eligibility determination process to include in-home assessments.

For both the CommunityCARE and KIDMED programs ACS performs outreach activities, including recipient outreach, provider recruitment and enrollment, screening administration, and service coordination activities. Additional outreach activities are provided for CommunityCARE through targeted mailings. ACS operates statewide toll-free customer service lines for the CommunityCARE and KIDMED programs; a toll-free statewide referral assistance hotline for Medicaid and the State’s child health insurance program (CHIP) populations; and a toll-free line for the Personal Care Services Program. Effective January 2005, ACS will also provide a 24-hour, 7-day-per-week Nurse Help Line for all CommunityCARE participants.
