The Citation was established as an expression of the Commissioner’s personal appreciation, recognizing outstanding and significant service in the public interest related to activities of the FDA. Dr. Neil has been extensively involved with many aspects of FDA policy work, including his work with the Reagan-Udall Foundation for the FDA. The Foundation fosters collaborations between patient groups, industry, academia, and FDA scientists to design and conduct regulatory science research.
