Mercury News-- With the City Council tied 2-2 Thursday night on whether to approve a lease agreement with the developers of the $14 million Rispin hotel project, Mayor Bob Begun cast the deciding vote. He voted yes along with Councilmen Dennis Norton and Kirby Nicol. Councilmen Sam Storey and Ron Graves voted no.
