Manager, Procurement - Contingent Labor Operations

In this role, you will be responsible for developing and managing the day-to-day operations and strategies for our Contingent Labor workforce across our global footprint that will result in value beyond operational resilience, including risk and compliance, along a broad group of stakeholders & cross-functional partners.

Foster City, CA - Onsite - T-TH required

Responsibilities include but are not limited to:
  • Oversee all day-to-day activities within our Contingent Labor space and internal/external partners in alignment with the category strategy.
  • Manage the execution of the Contingent Labor program, ensuring the smooth operations, updating for global requirements, continuous improvement and governance
  • Partner with business stakeholders to understand business objectives, desired product/service specifications, pricing and projected demand.
  • Drive procurement related initiatives and activities (RFPs, RFQs, RFIs, etc.) across the global contingent workforce program.
  • Evaluate contingent labor sourcing practices at Gilead, identifying and implementing opportunities for improvement
  • Work with HR, Legal, and our Contingent Workforce Programs to develop best-in-class contingent worker policies and governance processes across multiple jurisdictions within and beyond the US.
  • Actively lead key operational initiatives aligned with the Category Strategy, serving as the primary liaison between Legal, Finance, and HR to implement governance and compliance best practices that incorporate industry standards and proven approaches.
  • Provide operational subject matter expertise to business stakeholders and Procurement functions.
  • Collaborate with Procurement Business Partners, Supplier Inclusion and Sourcing Operations to create standard and repeatable processes to integrate business diversity and responsible procurement into overall value proposition.
  • Execute initiatives to classify suppliers and nurture and manage supplier relationships according to defined supplier relationship management standards.
  • Seek, develop, and establish business relationships with key suppliers. Meet regularly with regional and divisional stakeholders to ensure outstanding customer satisfaction and continuous improvement against operational KPIs targets are met.
  • Foster a culture of inclusion, results orientation, psychological safety to optimize team performance.


Experience Requirements:
  • BS/BA in a relevant degree and at least 6 years of relevant work experience, 4 years with an MS/MA/MBA, in procurement, contingent workforce management or related roles
  • Strong understanding of labor laws and regulations related to contingent workers in the US and familiarity with EMEA and APAC regions.
  • Experience managing vendors, negotiating contracts and analyzing costs
  • Strong analytical, problem-solving, and project management skills.
  • Excellent communication and interpersonal skills.
  • Proven track record in building and maintaining collaborative partnerships with key cross-functional stakeholders such as HR and Legal.
  • Proficiency in relevant software and tools (e.g., Vendor Management Systems, Excel, data analytics tools).

The salary range for this position is: $129,540.00 - $167,640.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package. Benefits include company-sponsored medical, dental, vision, and life insurance plans*.
