The Role

Moderna is seeking an Executive Director, Public Policy and Strategic Account Management, Emerging Markets Region to lead the development and execution of immunization policy strategies and strategic partnerships, that results in expanded access for Modernas vaccine portfolio as well as position Moderna, as a credible and preferred partner throughout the diverse Emerging Markets Region.

The individual will work closely with the broader organization, including cross-functional teams, to create a policy environment that enables vaccine adoption, advances political will and commitment to prioritize Modernas vaccines, address financing, affordability and access challenges and advocate for policies that promote healthy market dynamics for both public and private markets. The individual will also lead the development and execution of the companys strategic market access engagement with key stakeholders and partners, including contracting with multilateral, global health, governmental and non-governmental, public health and appropriate private sector organizations. The individual will forge innovative partnership models to advance the companys business objectives, inform evidence-based policies and work with Modernas Head of Vaccine Access and Partnerships to establish the company as a trusted partner in achieving mutual global public health goals. Global organizations include but are not limited to: World Health Organization; Bill & Melinda Gates Foundation; Gavi, the Vaccine Alliance and UNICEF

Heres What Youll Do

  • Lead and develop policy strategies across Emerging Markets Region to introduce, sustain, and expand immunization programs, in alignment with commercial and public health objectives, while working closely with global functions, countries and partners.

  • Translate policy guidance into actionable immunization policy, funding and contracting strategies at regional and market levels.

  • At as single point of contact concerning policy strategies for the Emerging Markets region, providing local market feedback and input to guide the development of global and regional policy strategies and tactical plans.

  • Develop strategies which enables Moderna to effectively engage with trade associations and as needed, represent Moderna externally in relevant policy discussions and interactions with various bodies in Industry associations specifically InterPharma and Science industries.

  • Develop and lead external stakeholder mapping and engagement plans to advance policy agenda on key issues related to Modernas vaccines portfolio while positioning the company as a thought leader

  • Develop customized tools consistent with global strategies (e.g., policy positions and messaging) to support regional and local teams to effectively execute vaccine policy strategies and contracts.

  • Develop and lead the execution of engagement and contracting plans that serve to cultivate strategic relationships and collaborations with multilaterals and health organizations to:

    • Inform and shape health agendas and policy positions that can impact Modernas business

    • Gather insights that will help shape Modernas enterprise-wide decisions and plans in the Emerging Markets region to ensure that our products address unmet public health and population needs

    • Ensure that health position papers (e.g., WHO SAGE) represent the safety and efficacy of Modernas vaccines

    • Support WHO prequalification of Modernas vaccines as appropriate

    • Lead engagements for the adoption and contracting of Modernas vaccines by leveraging global funding and procurement mechanisms (e.g., Gavi, UNICEF, Global Fund)

    • Design and launch novel initiatives and partnerships to ensure sustainable and equitable product access and maximize population health impact across diverse geographies

  • Work with cross-functional teams (e.g., commercial, communications, market access, pricing, medical affairs, outcomes research, clinical research, outcomes research, regulatory, market access) to deliver on integrated strategies and partnerships to facilitate access and increase vaccination coverage and population health impact.

Heres What Youll Need (Minimum Qualifications)

  • Bachelor's degree required

  • Minimum 15 years of relevant experience in the bio/pharmaceutical environment

  • Minimum 5 years of leading and executing strategies for Policy, Public and Government Affairs

Heres What Youll Bring to the Table (Preferred Qualifications)

  • Master's or Professional degree in Public Policy (MPP), Public Health (MPH or MSPH), Public Administration (MPA), or Political Science (MA) strongly preferred

  • Minimum 10 years of demonstrated success working in health policy (industry, government, non-governmental organizations and multilaterals)

  • Vaccine policy and industry experience a plus

  • Proven experience in developing and managing complex networks of stakeholders and partners

  • Experience working in a global healthcare business setting and/or international public health organizations

  • Strong initiative and leadership, with demonstrated ability to identify opportunities, design effective advocacy efforts and execute impactful programs, mobilizing internal and external stakeholders towards a shared goal

  • Business and political acumen, with strong ability to prioritize critical issues to focus policy efforts on the most impactful strategies

  • Experience with cross-disciplinary collaboration, influencing without authority and working successfully with multiple teams to achieve results

  • Strong oral and written English language communication skills to effectively engage with internal and external audiences

  • A self-starter with the ability to define and provide structure to ambiguous areas, building a strategy and executing with a results-oriented focus

  • Ability to stay focused and manage competing priorities, often under time-sensitive environments, with effective project management skills

  • Passion for driving business results and creating a positive impact on population health

  • Strong diplomatic & interpersonal skills and able to inspire respect and trust from others

  • Strong negotiation skills and ability to influence without authority

  • Ability to work within leadership teams and cross-functionally with regional & global partners

  • Demonstrate ability to lead boldly and collaboratively

  • Strong bias for action and ability to lead and execute without direct supervision
