The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Partnership Development Office (PDO) operates within the Center for Innovation and Strategic Partnerships (CISP) at the Frederick National Laboratory for Cancer Research (FNLCR). The PDO works to identify synergistic opportunities to partner and collaborate with FNLCR scientific staff.   Partnerships and collaborations include conducting cutting edge collaborative scientific research, developing and improving technologies, testing and evaluating new technology and training the scientific community on the use of new and novel technology or technological processes. Partners and collaborators include external researchers from various research sectors including government academia, industry, and the nonprofit research community, both domestically and internationally. The goal of these collaborations is to advance the innovative scientific research related to the FNLCR mission and that of the NCI/NIH and to accelerate progress in the fight against cancer and AIDS.   Many of these partnerships and collaborations are for the purposes of advancing the basic scientific information gained, developing new applied technologies, bridging the gap between late discovery and early development of diagnostics and therapeutics, by creating cross-cutting technology platforms and by proposing new data standards. As an integral part of the CISP, the PDO plays a critical role in advancing technologies developed at the lab as well as  identifying partners and potential licensees for licensable technologies.

JOB DESCRIPTION

The Director, Partnership Development Office works on:

  • Evaluating, developing, and managing strategic business opportunities, initiatives, partnerships, alliances and/or joint ventures
  • Coordinating resources and activities necessary to accomplish partnerships that span the Frederick National Laboratory for Cancer Research
  • Is the primary point of interface with the National Cancer Institute for coordinating partnerships between FNLCR and the extramural community
  • Providing leadership in the planning, designing, due diligence, and implementation of strategic business objectives
  • The PDO Director reports directly to the Chief Innovation Officer, and is responsible for managing a team of professionals with diverse backgrounds, who manage all aspects of fostering and advancing internal innovation, and identifying, processing, and executing relationships with external partners. The PDO Director should be a person who is well versed in science, technology transfer, and business development
  • The Director position requires great interpersonal, management and business skills
  • The PDO is one of the most externally facing groups for the FNLCR, interfacing with the scientific, business and economic development community.  Therefore, the PDO Director needs to be a person who can be well integrated and accepted not only internally within FNL, but also externally among local, regional, national and international partnering community

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor's Degree in a field related to cancer research or public administration from an accredited college or university according to the Council for Higher Education Accreditation (CHEA)
  • Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirements, a minimum of ten (10) years of related experience and eight (8) years of management/leadership experience
  • In-depth working knowledge of current practices within the Technology Transfer arena 
  • Knowledge of and experience with Intellectual Property protection as it relates to life sciences   
  • Previous contract, partnership or Strategic Alliance negotiation experience
  • Excellent presentation skills, both written and verbal
  • Strong organizational skills with the ability to prioritize multiple tasks and projects
  • Strong understanding of basic and translational research approaches and practices, as well as understanding of the current trends in overall infectious diseases and cancer research
  • Ability to obtain and maintain a security clearance 

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Ph.D./M.D. degree in a field related to cancer research or public administration
  • Experience working at a federal laboratory (FFRDC)
  • Experience with launching successful alliances involving several of the following Life Science capabilities:  preclinical in vivo models, imaging, complex assay cascades, multi-lab experimental studies, biocomputing, and/or experimental clinical biomarkers
  • Experience with cancer research and medical oncology
