Brief Job Overview

The Promoting the Quality of Medicines Plus (PQM+) program is funded by the U.S. Agency for International Development (USAID) and is implemented by the United States Pharmacopeial Convention (USP) with a goal to sustainably strengthen medical product quality assurance (QA) systems in low- and middle-income countries (LMICs).

The Program Associate provides support to the PQM+ Technical Team to assure timely and smooth flow of program technical activities and operations. The incumbent supports the development and maintenance of appropriate management tools for the coordination and monitoring of technical operations; also supports leadership of the technical team in conducting analyses of operational data for effective decision making, and in supporting technical team and members in the management of technical meetings, special initiatives, and team reports.

The Program Associate is a non-supervisory position. The successful candidate collaborates with other Program Associates, Project Managers, regional and country teams, as well as with other USP and PQM+ units to ensure the adequate coordination and alignment of operations improving the effectiveness of the technical team.

How will YOU create impact here at USP?

  • Support the Director, Technical Quality Process (TQP) in the development and update of management tools, checklists, and procedures to assure the timeliness and quality of technical activities and the adequacy of operational data.
  • Work with the PQM+ program technical team in supervising completion of program results and alert technical team to areas that may require support.
  • Assist PQM+ technical leadership and technical leads in the development of technical review plans including designation of technical reviewers for work plans, deliverables, technical briefs, communication materials, etc. thus assuring quality of PQM+ products
  • Participate in selected PMU meetings and find opportunities for technical team support and communicate information to technical team members as appropriate.
  • Coordinate with technical team leadership and with technical leads for the scheduling of technical staff meetings, preparation of agendas, minutes and follow-up actions and circulate to respective team members.
  • Collaborate with Director, TQP and with Finance team in the preparation and update of level of effort (LOE) coverage reports, and in supervising their implementation based on PlanView utilization reports.
  • Compile and update PowerPoint presentations for internal and external audiences in support to the technical team; and coordinate with technical writer and editorial to assure their adequate quality, format, and branding.
  • Support efforts to establish a document quality management system for technical transactions; also maintain and streamline technical document repository on SharePoint.
  • Support the maintenance of technical data repositories such as the overall trainings, laboratory or manufacturer data repository, to ensure ability to track and report on this data.
  • Regularly capture technical highlights from the different programs to support USAID technical updates, GHMS highlights, and the executive summary of quarterly reports.
  • Support technical team in the planning of orientation sessions for new hires and consultants
  • Support technical team in the planning and coordination of travels and events
  • Keep track of technical team members' contributions for special initiatives e.g., technical approaches documented/updated, abstracts submitted, presentations given at conferences/meetings, new activities addressing emerging technical areas, etc.
  • Conduct special ad-hoc analysis of technical data to respond to PQM+ leadership team and donor requests.
  • Track all procurement, contract and hiring processes related to technical operations ensuring that any required technical inputs are timely provided and alert technical leadership of any red flags.
  • Perform other priority tasks as needed.

  • Bachelor's degree in relevant field required (e.g., global health, international development, pharmacy)
  • Minimum of 3 years of proven experience with program management support and administration for global health programs or pharmaceutical programs; or an equivalent combination of training and experience.
  • Excellent interpersonal and organizational skills with attention to detail
  • Demonstrates effective time management and prioritization skills
  • Ability to work independently as well as part of a team
