The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION

The Clinical Monitoring Research Program Directorate (CMRPD) is assisting the National Heart, Lung, and Blood Institute (NHLBI) to develop and implement a well-defined Program Management Office (PMO) framework and infrastructure that can quickly integrate project/program management and other support functions under a matrixed team concept, committing personnel and expertise from multiple organizations within the Institute. This PMO will directly support major NHLBI initiatives and will implement robust project management processes and procedures across the Institute through training efforts, policy development, change management strategies, and other means as identified. The NHLBI provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The NHLBI stimulates basic discoveries about the causes of disease, enables the translation of basic discoveries into clinical practice, fosters training and mentoring of emerging scientists and physicians, and communicates research advances to the public. It creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, and the media to promote the application of research results and leverage resources to address public health needs. The NHLBI also collaborates with international organizations to help reduce the burden of heart, lung, and blood diseases worldwide. NHLBI anticipates that the PMO will manage multiple Large-Scale Complex Initiatives that will involve program management coordination and support of personnel from organizations across the NHLBI, multi-tiered governance structures, national level stakeholders, and multiple awardees that are performing work as a consortium under Other Transaction Agreements.

The Clinical Research Directorate (CRD) provides comprehensive, dedicated clinical research, nursing, and physician support of the National Heart, Lung and Blood Institute (NHLBI), National Institutes of Health (NIH).

KEY ROLES/RESPONSIBILITIES

  • Maintains active licensure as a Nurse Practitioner, and certification in BLS, ACLS, and/or PALS
  • Delivers medical care in accordance with policies, procedures, and standards of practice within the guidelines of the Maryland Board of Physicians and the Medical Board of the Clinical Center of NIH
  • Provides care to acute and/or complex patients in the inpatient and outpatient settings, and identify patterns and trends that may predict the direction of illness, and provide guidance/interventions to prevent disease progression and/or untoward outcomes
  • Presents cases to the pulmonary attending and consult service team in an organized and systematic manner
  • Collegial and effective interactions with referring service staff, patients, families; and communicates the recommendations of the attending pulmonary physician to the primary team, verbally and in the electronic medical record
  • Communicates with patients and their family members in a manner that is perceived to be professional, caring, and accurate
  • Completes medical records (consultation reports, progress notes, etc.) in a timely and effective manner
  • Advocates for patients and their families and supports patient rights
  • Addresses safety concerns
  • Coordinates care and facilitates scheduling of pulmonary procedures, consultations, and interdisciplinary discussions
  • Demonstrates decisions and actions that support the organizational interests and research mission of NIH/NHLBI
  • Keeps supervisor informed of problems and issues requiring upper-level input; recommends approaches and solutions to problems that may arise
  • Helps resolve conflicts and maintains a positive work environment
  • Serves as consultant to physicians, nurses, and extramural health care personnel, communicating relevant data, management concerns, and recommendations
  • Seeks to provide support and leadership to professional communities
  • Acquires new knowledge and skills based on self-assessment, feedback from peers and supervisors, and changing clinical practice requirements
  • Contributes to the identification of learning needs for the practice environment and provides learning opportunities for others by participating in pulmonary and/or interdisciplinary conferences
  • Demonstrates expertise in medical history data gathering, physical examination, and generation of differential diagnoses
  • Manages or co-manages various aspects of the pulmonary consult service
  • Complies with NIH/NHLBI, Joint Commission, FDA, and other relevant regulatory bodies for clinical and/or research activities
  • Participates in team initiatives, scholarly activities, and research
  • Fulfills training requirements of NHLBI and the NIH CC and participates in consult service training and education
  • When appropriate or requested, obtains consent, administers research questionnaires, protocol interventions, and collects patient data and/or biomedical samples, according to protocol specifications, evaluate responses to therapy; and help to respond to variances in protocol implementation
  • Manages ethical conflicts/issues that may arise in the clinical research setting
  • Demonstrates proficiency at performing literature searches to support clinical care, professional development, and associated research investigations when applicable
  • Maintains comprehensive knowledge of pulmonary conditions and pulmonary manifestations of systemic diseases
  • Supports the NHLBI pulmonary medicine fellowship program through education, onboarding, and administrative activities
  • Prepares and presents cases and/or topical discussions at weekly pulmonary conferences
  • Position is located at the National Institutes of Health located in Bethesda, Maryland

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Master's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA)
  • In addition to the education requirement, a minimum of two (2) years of progressively responsible experience
  • Applicant must possess a degree/diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Must have active, current registration as professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States
  • Must have appropriate certification issued by the appropriate certifying body the American Academy of Nurse Practitioners (AANP), or the American Nurse Credentialing Center (ANCC) as a Nurse Practitioner. Must be Maryland State Board eligible
  • Eligibility includes documentation of a pending Maryland license
  • Foreign degrees must be evaluated for U.S. equivalency
  • Knowledge of relationships between diseases, health assessment, counseling, diagnostic testing procedures, broad base clinical areas such as pathophysiology, psychosocial theory, pharmacology, and primary medical management practices
  • Knowledge of the biomedical research process, support of patients on biomedical research protocols and awareness of ethical issues
  • Ability to conduct studies according to established Good Clinical Practice (GCP) as defined by the Food and Drug
  • Administration (FDA) within the Standard Operating Procedures (SOPs) and the Clinical Center’s Administrative Policies of the operational clinic
  • Working knowledge of prevention, etiology, therapies, and new research developments
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Clinical research experience
  • Ability to communicate effectively, both in writing and verbally, with physicians and laboratory staff
  • Familiarity with word processing and documentation systems
  • Familiarity with department specific regulations such as ICH Good Clinical Practices
