Lets do this. Lets change the world. In this vital role you will support and lead the Global Infrastructure Services team. This position will report to the Vice President of Digital, Technology, and Innovation (DTI) Research and Development Informatics (R&DI) and Global Infrastructure Services (GIS).

The Executive Director of DTI Global Infrastructure Services will lead a global team of approximately 130 professionals and a team of strategic technology service providers in the support and evolution of Amgens digital infrastructure. They will oversee, direct, and manage all aspects of global service delivery (outsourced, managed service providers, contingent workers, and staff) related to the Amgens digital infrastructure, including Amgens corporate cloud services and automation, software engineering platforms, development operations and testing platforms, network & monitoring, systems management, and other technology platforms/capabilities.

This role will be accountable for the development and deployment of a modern infrastructure combining traditional on prem network, compute, and storage for highly resilient business capabilities, with large scale cloud implementation, modern software engineering platforms, as well as monitoring, self-healing, and automation. The includes responsibility for collaborative strategy development, and implementation and operational management of Amgens ongoing migration to a predominantly cloud-based environment.

This role also plays an important role in shaping our overall Amgen Technology Strategy. It is essential that this role proactively and strategically partner with the business facing and enterprise DTI teams as well as key business partners such as our manufacturing operations sites.

The Executive Director will be responsible for and have global decision rights for the development, deployment and execution of the global infrastructure strategy and resources, including responsibility for maintaining and refining the vision, strategy and execution of the Global Infrastructure Services Plan and Cloud Operating Model deployed across more than 50 countries globally.

Key Responsibilities include:

  • Develop and execute a global plan to complete migration from remaining eligible on-premises infrastructure environment to a primarily cloud-based environment. This role will be accountable for all aspects of the migration plan including identifying and mitigating operational risks, developing, and delivering on financial targets and global communication and change management activities.

  • Responsible for design, development, and implementation of Infrastructure engineering to include the development of an infrastructure engineering organization and the development of the global infrastructure engineering capability.

  • Accountable for translating the collective information needs of Global Infrastructure Services into clear strategy and action plans.

    • Provide leadership for the implementation of the DTI strategy within Global Infrastructure Services. The strategy provides a foundation for organizational effectiveness and requires effective business process and information integration.

    • Champion innovation and build strong relationships with others who are either drivers of innovation or sponsors/key stakeholders for innovative investments.

    • Establish external networks and engage as appropriate to ensure strategies are developed with appropriate consideration of environmental factors, competitive intelligence and/or awareness of new possibilities offered through digital capabilities.

    • Influence the development of business area strategy where appropriate. This should be done more than just informally, for example through the proactive presentation of solution options that might address key business problems and/or opportunities and that might be considered for Long Range Plans or nearer-term investments.

    • Evaluate key business challenges and direct solution execution.

    • Frame problems and solutions in the context of choices we can make.

Additional accountabilities Include:

  • Provides leadership and direction for all operational activities related to Infrastructure Services on Amgen premises and in the Cloud including compute, network operations, storage, development operations, automation platforms, and data hosting & monitoring services.

  • Optimizes Amgens global infrastructure including our networks, core infrastructure, databases, servers, and other components to provide performance and seamless integration of services globally.

  • Ensure resilience in infrastructure to support the organizational growth, minimize outages and meet the global organizational resilience needs (high reliability).

  • In partnership with key customers and service-provider partners, continuously improve and advance Amgens Infrastructure and associated offerings by applying best practices, and fit for-purpose decision making

  • Coordinate with internal teams and service providers to ensure infrastructure service projects are planned, executed, and achieve business/cost objectives

  • Ensure compliance with enterprise technology policy, process, procedures, and controls by all staff

  • Ensure all servers, storage environments and data centers and related systems and tools have sufficient capacity to meet the current and future business needs and effective and efficient strategies around lifecycle management and refresh

  • Provide the leadership and detailed technical expertise for the overall cloud, network, datacenter, storage, virtualization, and network design

  • Accountable for communication to Functional and Site leadership regarding DTI initiatives, including those that are directly in support of Global Infrastructure Services and those that are more generally benefitting the Enterprise as a whole.

  • Lead, manage, recruit, and retain team of technology staff in support of Global Infrastructure Services. Develop and share with Executive leadership a multiyear talent plan that addresses emerging and innovative needs and accounts for how DTI workforce competencies will be accounted for in support of those emerging and innovative needs (including the migration to a largely cloud based environment)

  • Ensures service providers are closely aligned at strategic and operational level to ensure seamless end-to-end support including tools adoption and process automation, knowledge management, cross-functional training, communication, and change management

  • Routinely interact with leadership in other DTI and functional areas to maximize development of and adherence to information architecture, platform standardization/application reuse and to ensure appropriate infrastructures are in place to support the development of business solutions

  • Facilitate the sourcing/sharing of DTI resources within and between other DTI organizations when necessary to meet business objectives

  • Accountable for ensuring overall organizational compliance to quality/compliance requirements such as GXP, Privacy and Sarbanes Oxley.

  • Champion innovation and build strong relationships with others who are either drivers of innovation or sponsors/key stakeholders for innovative investments.

Leadership capabilities include:

  • Accountable for succession planning and talent development across the Global Infrastructure Services team.

  • Serve as a role model for Amgen leadership behaviors and for additional behaviors critical to success in a global, matrixed organization

  • Provide leadership for the development of global DTI talent (both technical and administrative) at Amgen through the creation and execution of both annual performance management and developmental plans

Basic Qualifications

  • Doctorate degree & 6 years of Information Systems experience OR

  • Masters degree & 10 years of Information Systems experience OR

  • Bachelors degree & 12 years of Information Systems experience AND

  • 6 years of managerial experience directly managing people and/or leadership experience

Preferred Qualifications

  • Bachelor's or masters degree in Computer Science, Information Systems, Engineering, or another related field

  • 10+ yrs. of IT operations experience, to include 5+ years-experience leading global infrastructure at a large-scale company managing multiple large cross-functional teams

  • 3+ yrs. experience in managing in a highly regulated environment (Pharmaceutical, Biotechnology, Food, Beverage, Healthcare, or related industry) fulfilling GxP and SOX requirements

  • 5+ yrs. experience providing management direction in a multi-vendor outsourced service provider environment for a similarly sized organization

  • Prior operational delivery experience with IT infrastructure in areas such as: data center services, server operations, Network Operations Center (NOC), telecommunications, etc.

  • 3+ yrs. experience hosting a large, global Enterprise Resource Planning System (SAP or others)

  • Digital first mindset

  • Experience building teams

  • Influence and leadership skills, ability to eliminate boundaries and work cross functionally

  • Critical thinking skills and ability to translate strategies into tangible, pragmatic, and executable plans

  • Organizational transformation, change management and project management skills

  • Well versed in the most current infrastructure technologies and patterns including Cloud, Software Defined Networks, Infrastructure as code, development operations, scaled agile framework, Virtual and private computing

  • Advanced WAN and LAN knowledge, including Ethernet, hubs, switches, TCP/IP, and network configuration

  • Experience in hardware provisioning, installation, configuration, maintenance, and troubleshooting

  • Thorough understanding of and experience in network design, optimization, and traffic engineering

  • Experience with SOX and GxP compliance and in-depth knowledge of security issues as they pertain to protection of Intellectual Property and Personally Identifiable Information

  • Prior experience implementing or managing Cloudbased service delivery (IaaS, PaaS and/or SaaS) within an enterprise

  • Domestic and International travel up to 25% may be needed
