Guidehouse Digital (f/k/a Ace Info Solutions (AceInfo)) is currently seeking a Meteorological Application Developer to support our federal project, in Silver Spring, Maryland. Remote work is possible subject to approval.


 The National Weather Service’s Meteorological Development Laboratory (MDL) is responsible for developing and implementing scientific techniques into NWS operations, furnishing a full spectrum of forecast guidance, providing interactive tools for decision assistance and forecast preparation, and conducting comprehensive evaluations of NWS products.


The Weather Information Applications Division (WIAD) develops and implements applications to support and enhance NWS service delivery, including impact-based decision support services and product dissemination. Application exploration is conducted for data modeling and web services. Prototyping and demonstration of new international standards is performed.


The WMO Information system (WIS) is a coordinated global infrastructure responsible for telecommunications and data management functions and is owned and operated by WMO Members. WIS provides an integrated approach suitable for all WMO Programs to meet the requirements for routine collection and automated dissemination of observed data and products, as well as data discovery, access, and retrieval services for weather, climate, water, and related data produced by centers and Member countries in the framework of any WMO Program.


GISCs are operated by WMO Members as a major component of the WMO Information System (WIS) infrastructure. A GISC's primary role is to collect from and disseminate information to WIS centers in its area of responsibility and with the global WMO community. GISCs also provide search portals through which information from WMO and other interoperable systems can be discovered and accessed.  Each WIS center is associated with a principal GISC that serves as the center's main entry point for distributing and receiving WIS data and metadata by appropriate telecommunication systems, including  the GTS.  Region IV is maintained and run by the National Weather Service as GISC-Washington.  WIS was formally adopted in 2009, and GISC's began disseminating weather data and metadata shortly thereafter. 


A number of years ago, the WMO created an Evolution of WIS task team (TT-EWIS). One of the outcomes from that task team was the creation of the WMO Information System 2.0 Strategy (WMO No. 1213) publication, which describes the overall vision, drivers, challenges, and strategic activities to evolve WIS to its next generation.  That publication describes the vision for WIS2 principles:

  • Adopt Web technologies and leverages industry best practices and open standards
  • Use Uniform Resource Locators (URL) to identify resources (i.e., Web pages, data, metadata, APIs)
  • Prioritize the use of public telecommunications networks (i.e., Internet) when publishing digital resources
  • Require provision of Web service(s) to access or interact with digital resources (e.g., data, information, products) published using WIS
  • Encourage NCs and DCPCs to provide 'data reduction' services via WIS that process 'big data' to create results or products that are small enough to be conveniently downloaded and used by those with minimal technical infrastructure
  • Will add open standard messaging protocols that use the publish-subscribe message pattern to the list of data exchange mechanisms approved for use within WIS and GTS
  • Will require all services that provide real-time distribution of messages (containing data or notifications about data availability) to cache/store the messages for a minimum of 24-hours and allow users to request cached messages for download
  • Will adopt direct data-exchange between provider and consumer
  • Will phase out the use of routing tables and bulletin headers
  • Will provide a catalog containing metadata that describes both data and the service(s) provided to access that data

Encourage data providers to publish metadata describing their data and Web services in a way that can be indexed by commercial search engines

Duties & Responsibilities

We are seeking an Application Developer to develop techniques and software associated with NWS Dissemination Platform as the NWS strives to utilize the latest and most optimal technologies.


Responsibilities for this position include:

  • Support the WIS1 to WIS2 migration, including but not limited to schemas, metadata records, searching, python plugins, APIs, monitoring, message queues, and message brokers.
  • Prototype ways in which OGC APIs (such as OGC API – Environmental Data Retrieval, OGC API – Records, OGC API – Features) and the MetOcean Application Profile can enhance existing operational Web Services.
  • Design/develop/test clients that use OGC APIs to demonstrate improvements to NWS operational services.
  • Design/develop/test clients that integrate OGC APIs together as building blocks.
  • Design/develop/test clients that provide user interfaces to view data disseminated by OGC APIs.
  • Design/develop/test data models and XML schemas that support the exchange of meteorological information via web services.

Development of metadata to support the discovery of meteorological information. Participate in conferences (OGC, ESIP), give demoes of prototyped capabilities, and document best practices in GitHub and VLab.


Required Qualification:

  • Background in meteorology and a general understanding of the principles of software design, development, and testing
  • Meteorological skill should be consistent with at least a BS in Meteorology and/or Computer Science (or equivalent experience)
  • Looking for entry level to around 2 years’ (0 – 2) experience in software design, development, and testing
  • Demonstrated oral and written communication skills
  • Experience with a Linux/UNIX environment
  • Unix software development skills with shell scripts
  • Experience with object-oriented languages such as Python (frontend and backend experience is a plus).
  • Experience in front end development (HTML, CSS, JavaScript)
  • Work location Silver Spring, MD. after when the government returns to normal

  • Experience in code versioning tools such as git.
  • Experience with Scrum
  • Knowledge of National Weather Service operations, products, and services
  • Familiarity with the OpenAPI specification
  • Familiarity with RESTful APIs
  • Familiarity developing OpenAPI compliant REST API's using Django or Flask
  • OGC web services is a plus
  • Familiarity with the JSON family
  • Experience in XML encoding is a plus
  • Familiarity with Python package management (i.e. CONDA)
  • Familiarity with UI tooling such as Leaflet and Plotly
  • Experience working in a team environment
  • Knowledge of automated deployment tools such as Docker and Kubernetes




The annual salary for this position generally ranges between $55,000.00 to $60,000.00. This range is an estimate, based on potential employee qualifications, operational needs and other considerations permitted by law. The range may vary above and below the stated amounts, as permitted by Colorado Equal Pay Transparency Rule 4.1.2. Salary will be subject to required withholdings.
