The Project Controls Senior Manager will be responsible for developing project funding documents, including budget, schedule and change management information, cost and schedule risk analysis, cash flow analysis, and historical cost data for bench marking purposes. In addition, he/she will review and analyze contractor cost estimates, bids, change orders, invoices, labor rates, physical engineering/construction schedules and progress. The Project Controls Senior Manager will be responsible for budgeting, tracking, and controlling Amgen schedule and costs as well as the engineer/contractor cost

The location of this role will commence in New Albany Ohio

Key Responsibilities:

Support all aspects of project controls from funding through close out, including compliance to processes and policies specifically:

Implement and maintain project schedule to manage critical paths and establish baseline

Work with the Front-End Planning team to develop front end schedules that align with internal and external benchmarks by using historical data and experience,

Working with Project teams to develop project schedule strategies and lead the reporting of project schedules to:

  • Monitor and evaluate engineering and contractors physical progress
  • Address progress and delay issues and claims from contractors
  • Support cash flow to enable accurate capital LE predication for their portfolio

Lead risk analysis reviews using applicable software packages

Analyze and review engineering / construction forecasts against scope

Review and approve engineer and contractor buy outs and change orders

Oversee the closeout of contracts, purchase orders and subsequent projects within the portfolio.

Exhibit proactive safety leadership and behavior

Communicate on project matters and/or project controls performance

Supervise and train Project Controls Engineer/Specialists

Support personnel and provide input to Project Controls Leadership on staffing

Support Engineering Digital Transformation activities/workstreams by providing project controls subject matter expertise

Basic Qualifications:

Doctorate degree & 2 years of Engineering and capital projects delivery experience OR

Masters degree & 4 years of Engineering and capital projects delivery experience OR

Bachelors degree & 6 years of Engineering and capital projects delivery experience OR

Associate degree and 10 years of Engineering and capital projects delivery experience OR

High school diploma / GED and 12 years of Engineering and capital projects delivery

Preferred Requirements:

5 or more years of engineering or construction experience in the pharmaceutical/biotechnology/Engineering industry in project controls (Funding, Estimating, Cost Management, Scheduling, Contract Strategy)

2 years of experience leading teams, projects, programs or directing the allocation of resources

Demonstrated ability to build strong relationships and drive decision making across sites, functions & the network

Strong analytic and problem-solving ability

Excellent organizational and task management skills

Strong communication skills and ability to translate / communicate technical information to a variety of audiences

Ability to operate in a matrixed or team environment with site, functional, and executive leadership
