Position Summary & Role

RESILIENCE is seeking a Director for the Governments and NGOs Franchise. This leader will report to the Business Head, Government & NGOs Franchise and will be responsible for defining and executing the Franchise Manufacturing and Technology strategy in support of the Governments and NGO’s franchise and growing its pipeline / portfolio including product development. The pipeline and portfolio will include services and products. This individual will co-lead the franchise, along with the Business Head of the Franchise.

The ideal candidate will work with scientific leaders and the Business Head to design and implement a strategy which delivers the latest scientific, engineering and manufacturing innovations to our PAD and manufacturing infrastructure network and client partners within Governments and NGOs. She/He will be responsible for the operational performance and execution of the programs serviced by the PAD and manufacturing organization and third parties for product development activities. Will play a key role in communicating the company’s science into understandable concepts for investors, partners, scientific leaders, and other stakeholders.

Job Responsibilities

  • Define an overarching Technology strategy that clearly ties technical solutions to business and scientific problems, then oversee activities needed for its tactical implementation (working closely with the Business Head and PAD and technical operations).

  • Providing technical input and execution in support of procuring government funded contracts from a variety of government agencies including but not limited to Department of Defense, DTRA, and NIH

  • Provide technical expertise to evaluation of Request for Proposals and Broad Agency Announcements from Government agencies

  • Serve as the leader of the product development and/or product Sponsor of the Governments and NGOs pipeline and portfolio including management and integration of execution partners (e.g., third party subcontractors, Resilience Franchises, and Resilience Operations) providing these product development services in alignment with product development strategies.

  • Writing the technical sections and value propositions of government and NGOs proposals

  • Be an advisor to other Franchise technical leads regarding government funded programs

  • Scouting new technologies for government related programs and Resilience based technologies

  • Interfacing with Process Development, Operations and Quality groups from other Franchises to ensure success on government related programs, serve as PI

  • Manage the timeline, forecasts, and budget needed to execute on the programs within the Governments and NGOs franchise including its Technology strategy

  • Be accountable for the technical execution of customer projects in the Governments and NGOs franchise, working with Franchise leads to ensure optimal utilization and resource models, work seamlessly with manufacturing operations on projects transitioning to manufacturing

  • Evaluate new technology and make strategic recommendations on technology acquisitions

  • Serve as chief spokesperson for the Franchise’s science and strategy, translating the company science into understandable concepts for diverse audiences, ranging from funding, industry, and business partners to highly technical internal scientists and advisors

  • Nurture development of scientific talent into world class drug developers and strategic leaders

  • Identify and advances new technologies that position Resilience as an industry leader

  • Work with Business Head of the Franchise to effectively manage relationships between the company and various collaborative partners

Preferred Experience, Education & Qualifications

  • MS, PhD in Life Sciences, Engineering, or a related discipline with 10-15 years of industry experience minimum

  • An individual who possesses gravitas, an industry recognized thought leader

  • Experience directing the manufacture and development of biologics, vaccines, nucleic acids, cell therapy, gene therapy. Brings a track record of creative problem solving - particularly when no or minimal precedent

  • Significant drug development experience, clinical or commercial manufacturing exposure/familiarity, and track record of success leading multiple projects or programs

  • Product development and clinical trial experience including commercializing products through BLA filings, including regulatory experience

  • Experience leading a high-performing company division or functional group

  • Experience presenting to diverse audiences, including investors, business development partners, internal stakeholders, the executive team and/or scientific KOLs

  • Experience identifying, acquiring, and applying innovative technologies (e.g., enabling platforms or modalities) to advance novel drug candidates

  • Appreciation for the design, organization and execution of a successful R&D approach and working knowledge of regulatory, commercial, and business aspects of the biotech industry

  • A well-rounded, seasoned biomanufacturing/biotech/pharmaceutical executive with 10-15 years’ experience with demonstrated success in a leadership role in the industry

  • Strong network of key contacts in the biotech, academic, and pharmaceutical sectors

  • A track record of successfully developing drug candidates; introducing improvements to relevant processes or operations and/or devising novel solutions to problems that served a roadblock

  • A history of growing a business, or division thereof, through successfully advancing discovery and development efforts will be regarded as highly valuable accomplishments

  • Accustomed to and enjoys being part of a dynamic leadership and executive team

  • A leader of leaders who is passionate about mentorship, culture, and nurturing the development of scientific talent
