ROLE SUMMARY

The Director, Emerging Markets Public Affairs - Primary Care is responsible for developing and implementing strategic public affairs plans for Pfizer’s Emerging Markets Primary Care business. The Director will report to the Therapeutic Area Public Affairs & Strategy Lead for Emerging Markets.

The Director will be an established public affairs leader who will work across Corporate Affairs, Commercial, Patient Health & Impact and Medical functions to promote policy environments that enable access to Pfizer’s Primary Care portfolio and pipeline of medicines across Africa & the Middle East, Latin America and Emerging Asia (‘Emerging Markets’). The Director will provide strategic counsel to global leaders and those in Emerging Markets, deliver public affairs plans for prioritized assets, and lead strategic engagement with external policy and advocacy groups to build lasting relationships. The Director will also contribute to increasing country colleagues’ public affairs and stakeholder engagement capabilities and help build Pfizer’s reputation.

 

Key Responsibilities include:

  • Work with Global & EM commercial and cross-functional leaders to identify public affairs and policy issues/opportunities in EM, provide strategic direction, and set priorities to support the strategic objectives for in-line and pipeline assets.
  • Collaborate with the Global Policy & Public Affairs Primary Care team members to ensure that the objectives of the Emerging Markets business are reflected in Global public affairs plans, mobilize resource and capabilities in support of objectives and oversee implementation in Emerging Markets.
  • Partner with colleagues from Corporate Affairs, Commercial, PHI, Medical and Regulatory functions to design and deliver structured public affairs and stakeholder engagement plans that support Regional and prioritized Country therapeutic area policy objectives and ensure alignment.
  • Partner with EM Regional Policy Leads, PHI and other functions to prepare the regional and country environment for launch of new Primary Care assets and indications, ensure that strategies are refined and implemented, and ensure that appropriate Pfizer in-market resources are mobilized to enable execution.
  • Work across functions and CA to address emerging policy issues and political developments and lead proactive / reactive corporate affairs plans to mitigate risk.
  • Develop and execute training programs to educate Pfizer EM country colleagues on Primary Care policy priorities and objectives, as well as increasing country colleague’s public affairs, stakeholder engagement and advocacy capabilities.
  • Drive public affairs initiatives that enhance the value and reputation of Pfizer in Emerging Markets in alignment with enterprise efforts, including advancing our equitable access goals.
  • Collaborate with Corporate Affairs functions to identify appropriate external opportunities and venues to deliver Pfizer views on Primary Care policy issues, including opportunities for Pfizer executives to deliver company views.
  • Engage externally and cultivate relationships with advocacy organizations, think thanks, scientific associations and other policy influencers in support of key Primary Care business objectives.
  • Provide strategic public affairs Counsel to Global Commercial, Patient Health & Impact (PHI) and Medical leaders.
  • Guide Emerging Markets business on the interrelationships between the public sector and other major institutions that drive, create or hinder product and/or life cycle management opportunities, and on government policies that affect the brands / pipeline.
  • Embed external environmental assessments, policy objectives and stakeholder engagement into business unit strategic and operating plan development and execution.
  • Develop and track appropriate metrics to evaluate effectiveness of Public Affairs programs.
  • Ensure all public affairs activities are in compliance with Pfizer policy and legal Obligations.
  • Plan and manage a budget and operate within established guidelines.​

 

 

This position requires the integration of public affairs/government relations, alliance development and business expertise to develop effective strategies and implementation plans in support of Emerging Markets priorities. The position requires extensive interaction with colleagues from a wide variety of positions within Pfizer's headquarters, and regionally based business and public affairs structures.

 

Must Have:

  • Bachelor's degree required
  • 10+ years of experience and demonstrated skills in developing, managing and delivering government affairs, public affairs, communications, advocacy or policy strategies in healthcare/pharma sector
  • Strategic thinking and strong leadership skills
  • Strong ability to work effectively across functions and levels; proven collaborator
  • Excellent written and oral communications skills
  • Ability to counsel and interface successfully with senior executives
  • Able to align and integrate public affairs, policy and advocacy strategies with business strategy
  • Ability to research, develop, deliver and measure public affairs and policy strategies and plans
  • Very strong business acumen
  • Ability to assimilate strategic information and convert it into clear and concise messages that colleagues can understand
  • Expertise in public affairs concepts, practices, strategies and tactics based on understanding of key audiences and corporate objectives
  • Established track record of coalition building in complex environments.
  • Able to work to tight deadlines, manage multiple projects at once and maintain professionalism under pressure
  • Hands-on crisis and reputation management experience.
  • Strong analytical, planning, attention to detail, and prioritizing skills
  • A drive for results and ability to achieve results through teams, exerting influence without direct authority
  • Proactive, self-starter, and able to work independently
  • Excellent networking and relationship-building skills and the ability to interact with confidence with various levels and functions
  • Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact

 

Nice to Have:

  • Scientific knowledge/background a plus
  • Country and / or regional government affairs, public affairs, policy or advocacy experience a plus

 

NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS

  • Position may require some evening work to align with NYHQ hours, as well as occasional weekend work.

  • Some international travel may be required <20%.
