The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

The Frederick National Laboratory for Cancer Research is seeking a dynamic, self-motivated Learning & Development Program Coordinator who is passionate about helping develop others and support our mission and growing learning and development offer.  The L&D Program Coordinator will work across the entire organization and will be a key L&D partner who must foster trust and build relationships effectively to embody the shared vision, mission and values of The Frederick National Laboratory for Cancer Research and Human Resources priorities.

The Human Resources Directorate, located in Frederick, MD, provides support to 2400+ employees in the areas of recruitment and staffing, employee relations and counseling, learning and development, wage and salary administration, Affirmative Action and employee benefits. The Talent Acquisition staff partners with managers and their teams to attract and hire a highly qualified and diverse workforce in a timely and cost-efficient manner. This includes policy guidance, sourcing strategy development and administration of all steps in the hiring process. Our core services and competencies include recruitment and staffing (including internal transfer and employee referral program), relocation assistance, immigration and visa administration, guest researchers, temporary agency staffing and vendor management.

KEY ROLES/RESPONSIBILITIES

The Learning & Development Program Coordinator is responsible for:

ENGAGEMENT & COMMUNICATION

  • Manage Learning & Development (L&D) Team email, phone and mail – coordinate communications by being the first point of contact for responding to inquiries
  • Keep internal and external calendars updated with events and information
  • Contribute to the L&D monthly newsletter and blog
  • Draft and send L&D communications regarding L&D initiatives, events and projects
  • Training Administrator (TA) Support for Directorates and Human Resources TA Representative
  • Build effective working relationships with L&D partners and relevant stake holders to support and effectively communicate L&D vision, mission, priorities, support, resources and events
  • Collaborate with L&D Team, partners and stakeholders to deliver on projects to meet strategic and operational priorities

LMS ADMINISTRATOR

  • Configure, enter, test, maintain, reversion, organize, update and assist L&D Team and supported stakeholder learning objects, assignments, records, ILTs, registration, rosters, tools and resources on Learning Management System (LMS), EDGE, and team databases
  • Manage subject categorization and tagging of content to ensure learning content is easily searchable and allows users to intuitively navigate to the specific content of interest to them.
  • Create, manage and update reports and dashboards to communicate with stakeholders and manage learning object completions
  • Create and run regular reports on enrollment, usage, completion and other relevant metrics to help measure L&D ROI, meet learning requirements, improve user engagement and inform future L&D and professional development initiatives.
  • Troubleshoot issues related to the LMS independently or by escalating through established solution chain and develop innovative solutions to improve the usability and user experience
  • Conduct routine audits on learning content to ensure performance, quality assurance and compliance with established EDGE governance and standards
  • Assist with onboarding other directorates onto LMS platform and help manage government, subcontractor and guest access to EDGE
  • Proactively make recommendations for improvements to content management, workflow processes, and learner experience in the LMS.
  • Assist with general staff training related to the use of EDGE across the organization
  • Learning Network Administrator and assist with account management
  • Collaborative member of LMS Administration Group and Learning Management System Module Owner Back Up

LEARNING EVENT SUPPORT AND MANDATORY TRAINING MANAGEMENT

  • Coordinate and support L&D Team learning events including both in-person and virtual: room reservations and set-up; virtual session production; prepare and assist with materials; create and manage rosters, track completions and evaluations using EDGE (LMS); and assist with clean up as needed
  • Account manager and representative for Leidos, Inc. and NIH trainings and group meetings
  • Manage Leidos, Inc., NIH and HR responsible mandatory trainings using EDGE – upload, test, create user guides, send communications and work with directorate leadership and Training Administrators to track completions, manage and send reports
  • Back up New Employee Orientation Facilitator

TEAM RESOURCE MANAGEMENT

  • Manage the use of L&D equipment, resources, books and other resources and track their movement
  • Assist with L&D budget
  • Research vendors and suppliers as needed including details, services for value, cost comparison and timelines.
  • Purchase L&D licenses, subscriptions, memberships, team supplies and manage team invoicing and payments

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a high school diploma or equivalent
  • A minimum of five (5) years of progressively responsible administrative/coordinator experience including one (1) year within a high-volume HR and L&D environment or related setting
  • Demonstrated on-the-job proficiency and experience with Learning Management Systems
  • Exceptional organizational skills and attention to detail and accuracy
  • Highly resourceful team-player with the ability to self-direct, setting priorities in work assignments and operate independently
  • Ability to manage multiple projects and communicate effectively with all staff levels and stakeholders on a cross-functional team and deliver results under prescribed deadlines in a fast-paced environment
  • Strong professional and interpersonal skills with ability to collaborate and build relationships with all levels of the organization and creatively solve problems
  • Desire to help and develop people
  • Advanced experience using Microsoft Office Suite
  • Ability to obtain and maintain a security clearance

PREFFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Bachelor’s degree in Human Resources, Computer Science, Information Technology or related fields
  • Experience with Cornerstone Learning Management System and other Cornerstone modules
  • Ability to manage knowledge sharing environments
  • Have a strong work ethic and a “can do” attitude
  • Highly resourceful and collaborative team-player and positive customer focus attitude
  • Experience facilitating face to face or virtually with modern workplace learning methods
