The PHI Value and Evidence (V&E) is responsible for ensuring patients have affordable, timely access to medicines and vaccines by advancing innovative value and evidence solutions — to inform healthcare decision-making.

In 2022, we are expanding the VE with a new team leadership role to accelerate health economic and outcomes research (HEOR), Value and Health Technology Assessment (VHTA), and Patient-Centered Outcomes Assessment (PCOA) methods innovation across our prioritized therapeutic areas. This is a Senior Director role.

ROLE SUMMARY

The Value & Evidence Team Leader, Methods Innovation (VETL, MI) directly impacts the ability to achieve business objectives on a global scale by driving functional excellence, competency expansion, and methods innovation across all therapeutic areas supported by VE COE to maximize the value of our medicines and vaccines throughout the life cycle.

The VETL, MI will lead of team of subject matter experts (SMEs) in VHTA, Evidence Synthesis, HE modeling, PCOA, RWE, and HEOR, to develop and implement the V&E methods innovation strategy and advance of VHTA/PCOA/RWE/HEOR capabilities, processes, and methodologies across the PHI and Pfizer cross-functional partners.

She/he will be responsible for establishing Pfizer as an industry leader of novel V&E methods and solutions that quantify and prioritize the patient and care-giver experience as well as demonstrate clinical and economic value to key stakeholders (i.e., patients, HTA/payers, providers, and policy-makers).

She/he will engage externally with senior leaders from wide range of scientific and health policy stakeholders while maintaining a thorough understanding of competitive regulatory, HTA, value and access requirements across in the global healthcare ecosystem. She/he will foster the development and maintenance of excellent working relations with external PCOA/HTA/HEOR thought leaders, to ensure enterprise awareness, consideration, and application of innovative VHTA, PCOA, RWE and HEOR methods, in accordance with PFE policies and scientific guidelines/best practices.

She/he will serve as the V&E methods innovation liaison to the business and will be responsible for engaging internal and external stakeholders on the value of innovative VHTA, PCOA, RWE and HEOR methods to optimize product approval, labeling, medical differentiation, external dissemination, and value assessment. She/he will build effective cross-functional teams designed to advance innovative V&E solutions from ideation and concept design to piloting and diffusion.

She/he will oversee and/or drive methods, competency expansion, processes, and technical review to optimize the impact of VHTA, HEOR and PCOA tactics within Integrated Value and Access Strategies, in support the global Pfizer research and business objectives.

The VETL, MI is also responsible for fostering actions and behaviors that exemplifies Pfizer’s values (Courage, Excellence, Equity and Joy) and prioritizing the development of team members’ value and evidence competencies, talent management, and promoting a culture of sharing, learning, and innovation.

She/he will join the V&E COE leadership team to ensure there is harmonization of VHTA, PCOA, RWE and HEOR capabilities, processes, and methodologies across PHI. The V&E_MITL will be a strategic partner to PHI Centers of Excellence, Global Medical, Regulatory, Commercial, Global marketing teams and prioritized country teams.

ROLE RESPONSIBILITIES

  • Driving Functional Excellence:
    • Drive functional excellence of the Value & Evidence Methods Innovation Team, to develop and implement V&E Methods Innovation strategy in partnership with PHI teams (Value & Access, Value & Evidence, HIC, PHI COEs) and well as commercial, regulatory, medical, clinical development, and other Pfizer colleagues.
      • Oversee and/or drive the development and application of new methods and value frameworks to Pfizer’s pipeline and inline assets
      • Identify and manage the development of new V&E measurement concepts through collaborative efforts with colleagues, customers, and thought leaders to support the scaling of initiatives
    • Provide strategic guidance, direction, goal setting, career development for Methods Innovation team members, comprised of subject matter experts (SMEs) in VHTA, Evidence Synthesis, HE modeling, PCOA, RWE, and HEOR
    • Oversee and/or drive methods, competency expansion, processes, and technical review committee to optimize the impact of VHTA, HEOR and PCOA tactics within clinical development plans, Integrated Value and Access Strategies, and Integrated Evidence Plans, in support the global Pfizer research and business objectives.
    • Lead and/or oversight of resource planning and allocation to support V&E methods innovation focused projects-based Pfizer business objectives and the needs of the therapeutic area portfolio
    • Serve as the V&E methods innovation liaison to the business and advance internal stakeholders understanding on the value of innovative VHTA, PCOA, RWE and HEOR methods to optimize product approval, labeling, medical differentiation, external dissemination, and value assessment.
    • Drive best practice sharing across PHI teams in support of deepening skills and competencies.
    • Foster a team culture that embraces collaboration, innovation, and scientific excellence with a focus on creating new capabilities to meet the needs of the evolving healthcare landscape, data generation and communication, collaboration with WRDM, GPD, Medical Affairs, to ensure successful commercialization and access, and talent development

  • Strategic Partnership:
    • Become an active member of the Value & Evidence COE leadership team and a strategic partner to PHI teams (Value & Access, Value & Evidence, HIC, PHI COEs)
    • Builds trust and strong relationships with key partners and stakeholders (WRDM, Medical Affairs, GPD, Regulatory, and prioritized countries) and other functions across Pfizer
    • Brief and advise senior PFE enterprise leaders (PHI LT, CMO, CDO, Regional Presidents), on early, innovative VHTA, PCOA, RWE and HEOR methods that will maximize product differentiation, medical and external dissemination, and value assessment.

  • Plan & Deliver on Commitments:
    • Lead and/or provide oversight for the development, management, and implementation of the global V&E Methods Innovation strategy
    • Lead and/or drive methods, competency expansion, processes, and technical review to optimize the impact of VHTA, HEOR and PCOA tactics within clinical development plans, Integrated Value and Access Strategies (IVAS), and Value & Evidence Strategy (VES), in support the global Pfizer research and business objectives.
    • Lead the conversation with internal and external stakeholders on the value of innovative VHTA, PCOA, RWE and HEOR methods to optimize product approval, labeling, medical differentiation, external dissemination, and value assessment

  • External Partnerships:
    • Develop strategic partnerships and research collaborations with key external experts, regulatory stakeholders, healthcare policy makers, HTAs and payers, patient advocacy groups, non-profit and various academic settings to support clinical development, V&E Methods Innovation strategy, IVAS, and VES
    • Maintain awareness of scientific developments, new and innovative methodologies, and trends in the evolving healthcare landscape, to ensure assessment and potential incorporation into V&E Methods Innovation strategy, IVAS, and VES

QUALIFICATIONS


Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

  • Minimum Master’s Degree in a relevant discipline such as, but not limited to, health services research, health outcomes research, epidemiology, pharmacy administration, public health, psychology, economics, statistics or decision sciences, plus minimum 15 years’ experience in industry or consulting in PCOA, HTA, HEOR, and / or market access fields.
  • In depth strategic, methodologic, and technical understanding of Pharmacoeconomic, health economic modeling, HTA, Health-Related Quality of Life, and / or market access dynamics is required
  • In depth strategic, methodologic, and technical understanding of patient-reported outcomes or clinical outcome assessment, including regulatory interactions is preferred
  • Knowledge and experience in early drug development and commercialization is preferred
  • Experienced in leading a cross functional team with strong track record of high level of engagement and delivering results is preferred
  • Strong technical and methodological skills (study design, data analysis, interpretation, communication) in clinical trials, epidemiology, or health services research, PCOA strategy and evidence generation (e.g., qualitative COA development evidence, psychometric analyses, COA qualification dossiers, etc.), registries, Phase IV studies and observational study design and implementation is preferred
  • Experience with US and EU5 payers is required
  • Experience with HTA organizations such as ICER, NICE, GBA, HAS, PBAC is preferred
  • Excellent interpersonal skills and demonstrated track -record of accelerating cross-functional team decision-making within a matrix organization through influence is required
  • Excellent interpersonal skills are required: ability to understand and respond to multiple internal and external customers; build strategic partnerships internally and externally
  • Excellent oral and written English communication and presentation skills is required
  • Strong project management abilities (contracting, budgeting, vendor management) is required
  • Demonstrated ability to manage multiple projects (multitask) involving complex processes, significant budget, competing deadlines and rapidly shifting priorities is required
