The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION         

The Vaccine, Immunity, and Cancer Directorate (VICD) of the Frederick National Laboratory is seeking a Project Manager I-II to support biospecimen and repository operations. The primary mission of the VICD is to provide scientific leadership and laboratory infrastructure to study immune responses to SARS-CoV-2, Human Papillomavirus (HPV) vaccines and other cancer preventive strategies in the context of clinical and pre-clinical studies.
This position is located in Frederick, Maryland. 

KEY ROLES/RESPONSIBILITIES

THIS POSITION IN CONTINGENT ON FUNDING APPROVAL. 

The Vaccine, Immunity and Cancer Directorate is recruiting for a Project Manager II to support project management and programmatic operations for the directorate.

  • Assist with overall coordination of biospecimen repository program level functions including project progress, monitoring schedules and risks, and budget
  • Assist in the management of research subcontracts as necessary
  • Ensure compliance with all policies and procedures related to project management, contract relations, purchasing, and fiscal planning
  • Coordinate and administer pricing and procurement requests
  • Assist in the preparation of program reports, not limited to monthly quarterly reports, semi-annual and annual reports
  • Interface with government officials, both scientific and administrative, at varying levels of leadership and responsibility to coordinate logistical support for assigned projects/programs
  • Provide meeting management support including meeting coordination and scheduling, drafting agendas, meeting notes/minutes, and recording and monitoring action items for various project committees, stakeholders, and other groups as needed
  • Assist in the development of oral presentations and meetings
  • Coordinate internal and external stakeholders for intellectual property requirements, CRADAs, MTAs, collaboration agreements, subcontracts
  • Assist with IRB completion and submission
  • Assist in the review and approval subcontractor invoices
  • Work as part of a team to manage subcontracts to assure project execution within established timelines
  • Manage project risk by proactively anticipating issues and develops contingency plans and solutions
  • Assist with budget planning and forecasting
  • Assist with administrative functions including supply ordering, coordinating work orders, and equipment inventory and maintenance
  • Perform other related duties as assigned by supervisor or Program Director

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: 

  • Possession of Bachelor’s degree in Biology, Public Health or related filed from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years of related experience managing research, experimental planning, proposal writing and project management
  • Proficient in writing and editing, use of proper English/grammar/spelling/punctuation
  • Proficient in Word, Excel, PPT
  • In addition to a commitment to excellence in operations, the position requires leadership skills, strong organizational skills, planning, and commitment to the mission
  • Ability to work in a fast-paced team and multi-task to achieve milestones within deadlines
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Familiarity with immunology, immune assays, diagnostics, vaccines and clinical research
  • Familiarity with human research subject requirements and regulations
  • Demonstrated experience working with government contracts, particularly Task Orders, NIH, NCI, or NIAID
  • Project Management Professional (PMP) certification
  • Proficient with Microsoft Project or other project management software
