DescriptionGilead Sciences is looking for an enthusiastic candidate with a passion for delivering innovative therapies, to lead policy strategy for the company's rapidly expanding oncology portfolio, with an emphasis on U.S. federal and state policy. This position reports to the Executive Director of Global Therapeutic Area Policy and is based in Foster City, CA.

This newly created position is responsible for establishing Gilead's therapeutic area policy strategy in oncology, where we have recently expanded to treat solid tumors in addition to blood cancers. The role holder will conduct policy research, build evidence-based argumentation, inform and/or develop comments in response to government policies that impact patient access to Gilead's innovative medicines, and serve as a resource to therapeutic area policy leadership.

The role holder will work closely with Gilead's Commercial, Public Affairs, Medical Affairs, Regulatory Affairs and Clinical Development teams, and collaborate with Gilead's Kite cell therapy business unit to ensure policy initiatives support the achievement of corporate and business objectives. The role also requires regular collaborative engagement with colleagues across Government Affairs and Policy (GA&P) and regional/country teams to help inform cross-functional priorities and drive tailored implementation. This role holder will partner closely with the Senior Director, Reimbursement Policy, to coordinate on US oncology related reimbursement policy strategy and execution.

The ideal candidate possesses a demonstrated history of U.S. federal and state (Medicare and Medicaid) oncology policy analysis, strategic planning, deep knowledge of the pharmaceutical industry, stakeholder engagement expertise and the ability to operate in a fast-paced environment.

Responsibilities include:
  • Anticipate trends in the external environment that will impact oncology market and develop plans to address issues of significance.
  • Develop talking points, position papers, proposals and argumentation that outline policy positions and resources.
  • Review, analyze, summarize and communicate relevant policy documents, trade association proposals and draft legislation pertaining to oncology policy.
  • Lead engagement with third-party advocacy organizations when applicable, including health care policy experts and aligned patient and provider groups.
  • Amplify Gilead's policy priorities and ensure that Gilead has a strong voice in influencing the direction of global and regional industry associations.
  • Together with the Oncology TA Lead develop the oncology global Plan of Action (gPOA) and ensure alignment with the commercial priorities and the global brand plans.
  • Collaborate with GA&P TA Team to define and evolve Gilead's oncology policy positions in support of global therapeutic objectives.
  • Ensure timely coordination on policy priorities and strategic development across the organization.
  • Serve as a resource to Executive Director of Therapeutic Area Policy, global and local commercial Oncology leads and GA&P TA leads.
  • Manage external resources to develop patient-centric policy approaches and analyses supportive of TA policy objectives.
  • Manage budgets to target, ensuring appropriate investment in priority work and identifying ways to optimize resources.


Essential Qualifications
  • BS or BA degree and minimum 10 years of prior experience in U.S. government, government affairs, public affairs or policy role. A MA or MS degree and minimum 8 years of relevant experience is preferred.
  • Deep understanding of the pharmaceutical industry and oncology-specific healthcare environments.
  • A passion for engaging in public health and policy issues.
  • Demonstrated experience driving U.S. oncology policy plans that support business priorities and patient access.
  • Experience in developing and driving innovative, solutions-oriented policies with demonstrated success.
  • Exceptional organizational and project management skills and demonstrated ability to independently manage multiple work streams.
  • Demonstrated ability to build cross-functional teams consisting of a strong portfolio of skills and expertise, and to drive alignment across diverse teams.
  • Excellent verbal, analytical, written and interpersonal communications skills, particularly in interpreting and communicating complex technical (i.e. medical, pharmacoeconomic, clinical trials readouts, etc.) rhetoric for general audiences. Prior experience in oncology policy is preferred.
  • Understanding of the US market access environment is required. Experience working outside of the US is a plus.
  • Domestic/International travel [25%] required.
