The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc.  The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION         

The Enterprise IT (EIT) Directorate oversees the strategic vision and implementation plan for IT systems and solutions for the enterprise at Leidos Biomedical Research, the operational information and data systems support to Frederick National Laboratory for Cancer Research. The EIT PMO is responsible for successful IT project execution across the Frederick enterprise. Responsibilities include successful project management through the full project life cycle using the NCI at Frederick governance process, ensuring compliance with Leidos Biomed and NCI project management processes and reporting, management of EIT common policies, procedure and operational manuals. The EIT PMO is responsible for the EIT portfolio, promoting a pragmatic, but sound set of processes for EIT work intake, prioritization and successful execution.  

KEY ROLES/RESPONSIBILITIES

We are looking for an experienced IT project manager to provide overall project management for multiple on premise to cloud migration projects. The IT project manager will:

  • Build and lead the implementation of a prioritized roadmap of on-prem to cloud transformation
  • Prioritize, plan, and manage the execution of the migration of various on-prem business systems to cloud. Ideal candidate will possess the experience and proven track record in managing multiple projects
  • Be well versed and experienced in providing senior management and stakeholders with high level status reports
  • Have critical problem solving and collaboration skills to resolve issues that impact requirements, cost, and schedule
  • Lead projects from business need scoping to MSP (vendor) selection, through implementation
  • Provide scheduling and coordination of tasks with MSP, internal technical staff, and business owner staff
  • Manage and assure communication, training and other change management required for successful implementation
  • Assist in the planning and execution of project(s) having an internal focus from initiation through delivery
  • Organize cross-functional activities, ensuring completion of the project while adhering to budget, scope and schedule requirements
  • Serve as an in-house project consultant for evaluating needs and vendor requests for proposals
  • Build tools/products for company internal use
  • Plan and direct implementation efforts

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below: 

  • Possession of a B.S. degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years equivalent experience in lieu of a degree.  Foreign degrees must be evaluated for U.S. equivalency
  • In addition to education requirements, a minimum of five (5) years of relevant experience
  • Knowledge of Cloud Services and Managed Service Provider (MSP) service offerings
  • Must possess a basic understanding of cloud technologies and/or understanding of cloud migration project approaches and best practices
  • Experience with migrating on prem business systems to a PaaS/SaaS platform
  • Must be able to effectively facilitate meetings, demonstrate brainstorming / consensus building skills, and interact with engineers to extract information
  • Must have the ability to work through ambiguity and provide directional guidance for the team and leadership.
  • Must possess excellent documentation skills
  • Must be able to demonstrate examples of experience working on complex projects that were delivered on time, on budget, and can cite examples of scope management (minimizing and effectively managing scope creep)
  • Must have ability to quickly learn new technologies and adapt to rapid changes
  • Must have experience with Project Management Tools like Jira, Confluence, MS Projects
  • PMP Certification
  • Manages all financial aspects of the project including budgeting, invoice checking and signoff, analyze the financial impact of service and support model changes, manage risks and opportunities
