Job Description

The Associate Director Construction Safety will serve as a global agent of change within their areas of responsibility while effectively ensuring compliance and proliferation of best practices For Tier 1 and Tier 2 projects throughout the CSL Behring network.   This role provides EHS&S leadership, and technical assistance on health, safety, and sustainability matters related to CSL’s overall project portfolio. This includes aspects and risks associated with compliance, safety management systems, safety oversight, risk assessments, industrial hygiene monitoring, and compliance assurance programs associated with complex construction, line move, and other complex projects in multiple national and international locations.

Role is responsible to:

  • Experience in management of multi-country construction safety programs (USA, EU, APAC)
  • Assurance of Construction Safety Management oversight on all Projects.
  • Global safety data capture and metrics management reporting of injury and Illness investigations, root cause analysis, trending; etc.
  • Oversight of global requirements for CSL construction oriented EH&S training, including Contractor safety orientation requirements across the CSL Behring network.
  • Construction Safety Training sessions
  • Primary point of contact for Project Construction Safety Managers, CSL Project Delivery and EHS by Design for coordination of Global Construction Safety initiatives and associated communications.
  • This position is responsible for driving a standardized and harmonized approach with regards to global safety and risk reduction in building construction, renovations, equipment installations etc.
  • This position leads the development and execution of the Global Contractor Safety Management Program ensuring safe work practices throughout the project life cycle including design, construction, verification, and start up.
  • Develop a Global Construction Safety Management program in coordination with the Head of Global EHS by Design that aligns construction safety oversight across all CSL regions reflecting a culture of Zero recordable incidents on all CSL projects.
  • Assure that Project Delivery (PD) teams are resourced with competent construction safety manager support on all Tier 1 and 2 CapEx projects.
  • Work with the CSL Project Delivery Services (PDS) Construction Manager, Project Delivery (PD) Project PM's and CSL Project Construction Safety Managers to develop relationships with CSL CM partner(s) Safety Executives to coordinate and align partner programs with CSL' s EHS Global Construction Safety Program. 
  • EHS by Design - Work with the Head of EHS to develop an interactive EHS by Design (EbD) tool leveraging the current effective EbD matrix. This program is intended to assure that safety is integrated into the design and executed as part of construction.
  • Design and implement CSL corporate EHS&S standard work including strategies and programs, compliance auditing, safety management systems, process safety and risk management, high-impact training, and general compliance support into all CSL construction environments.
  • Coordinate with CSL's Global safety partner ERM and PD Project Managers to assure that EbD is executed for all projects.
  • Construction Safety Watch-Outs - Develop quarterly construction watch-out advisories reflective of internal & external construction industry safety issues.
  • Execute actions using CSL tools including but not limited to visual project management, problem solving, energy, water, and utilities management, and stakeholder engagement
  • Work with PD and the Head of EHS by Design to ensure that General Contractors work expediently in response to any serious safety observations or incidents and mitigation of related root causes.
  • Provides EHS change management support for all new construction, manufacturing and technology line moves, new line installations, and where applicable demolition
  • Prepare effective technical proposals and take active leadership role in developing and executing EHS & S change management related to major projects
  • Assure adherence to CSL’s Global Construction EHS Event Notification process.
  • CM Partners - Develop collaborative relationships with CM partner(s) Project Safety Managers. Assess partner CM safety performance with CSL CM(s) on a quarterly basis.
  • Safety Risk Mitigation - Analyze project construction safety risks with individual CSL construction safety managers and the CM partner(s) safety manager for identification, management, and mitigation of those risks.
  • Works with strategic sourcing function to vet and audit key suppliers, vendors, and contractors including plan reviews, factory acceptance testing EHS reviews, and new equipment EHS reviews
  • Reporting - On a monthly and quarterly basis, consolidate global project construction safety statuses in one report from all projects as provided by CSL project construction safety managers monthly inclusive of TRIR, LTIR, DART, near misses, potential for Severe Injury or Fatality (P-SIF), and project hours worked for both CSL and contractor/vendor resources.
  • Develop Construction Safety Resource Plan - Work with the Head of EHS Construction Safety and individual CSL PD Project Managers (PM) to identify and solicit competent project Construction Safety Managers to meet individual and/or multiple project needs. Coordinate with Construction EHS and Site Project Delivery Heads to align required funding for all project Construction Safety
  • Verify key performance indices (KPIs), leading/lagging indicators, and EHS data submitted by site and regional PD organizations are accurate, timely and complete.
  • Travel - Make regular trips to sites during construction: in-progress site visits for project health audits.  25 – 35% travel.

Position Qualifications and Experience Requirements: 

Education

BS or BA degree in relevant field

Experience

  • A minimum of 8+ years of relevant experience working with large manufacturing expansions, line moves, or construction project with focus on EHS regulatory compliance, contractor management, and overall change management strategies, or a MS degree and minimum 6 years of relevant experience
  • Knowledge with all relevant OSHA, and NFPA regulatory requirements
  • Excellent written and oral communication skills (Equal ability in German is a plus)
  • Completed training and certifications for OSHA 30-hour construction or equivalent
  • Ability to use computer, Microsoft Office products, and ability to learn to use Enablon.
  • Strong initiative (self-starter), problem-solving and communication skills, and attention to detail and QA/QC.
  • Valid driver’s license and a good driving record.  Valid passport and ability to work in US and travel to Germany, Switzerland, and Australia. 
  • Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), Certified Safety Manager Construction (CSMC) or equivalent certifications preferred.
  • Experience developing and implementing Construction Safety programs
  • Certifications or coursework in OSHA construction standards, HSE (UK) construction standards, SiGeKo (DE) and / or KOPAS (CH).
  • Experience in a cGMP or equivalent environment with strict quality standards
  • Working knowledge of Enablon systems
  • Experience in the pharmaceutical construction industry in USA, EU, and APAC
