The National Institute of Child Health and Human Development (NICHD) Office of Data Science and Sharing (ODSS) was established in 2021 to lead and coordinate NICHD’s activities within data science, bioinformatics, data sharing policy and compliance, and emerging technologies. NICHD/ODSS has a growing portfolio in clinical data standards and data linkage and seeks a Clinical Informatics Project Manager to provide support on new projects in this area.

This opportunity is a full-time position with MSC, and it is remote in Bethesda, MD

 

 

 

Duties & Responsibilities

The Clinical Informatics Project Manager is needed to provide technical, scientific, and project management support to The National Institute of Child Health and Human Development (NICHD) Office of Data Science and Sharing (ODSS). The Clinical Informatics Project Manager will work with the NICHD/ODSS team on multiple clinical informatics research and infrastructure projects. Project work will include collaborations with other like-minded colleagues across NIH Institutes and Centers and with partner HHS agencies working on data infrastructure development for patient centered outcomes research.The Clinical Informatics Project Manager will provide services in three key area: project management, clinical informatics research and infrastructure, and communications.

  • Develop and track project plans and develop and update associated documentation for communication with project teams and clients
  • Work in an agile project management environment and utilize agile PM software tools for tracing requirements and for tracking software development, testing, and deployment
  • Document use cases and developing requirements for technical development work, using human-centered design practices.
  • Coordinate communications and project work across technical and non-technical teams.
  • Maintain licenses and documentation for open-source software products.
  • Document use of and support implementation of health IT data standards and terminologies, including but not limited to USCDI, UMLS, LOINC, SNOMED, CDISC.
  • Document use of and support implementation of the technologies and standards that support exchange of clinical information between Health IT systems and with researchers. Tasks will include utilization of Health Level Seven International® (HL7®) Fast Healthcare Interoperability Resources (FHIR®) policies, processes, procedures, and specifications, and Project REDCap tooling.
  • Process, clean, appropriately manage, and analyze clinical data, using R and/or python programming, or equivalent.
  • Access data programmatically from web services such as FHIR endpoints and federal open data application programming interfaces (APIs).
  • Work in controlled access computing environments and document use of and support implementation of the administrative, operational, and technical controls to protect patient privacy and confidentiality of patient data.
  • Document use of and support implementation of health IT regulatory requirements such as HIPAA, Common Rule, and GDPR and the role of informed consent and Institutional Review Boards in compliance workflows.
  • Document use of and support implementation of record linkage technologies and governance, to support individual-level linkage of research and administrative health data, such as electronic health records and insurance claims data.

 

 

 

 

Requirements

 

Required qualifications:

 

  • Advanced degree in a scientific or technical field of research, such as health informatics, health analytics, or a related field.
  • Minimum of five (5) years of professional experience; Preferred NIH.
  • Knowledge of Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint), Github or other code repository, R and/or python programming.
  • Knowledge of health IT data standards and terminologies and clinical information exchange standards that are developed, disseminated, and/or supported by the Office of the National Coordinator for Health Information Technology (ONC).
  • Experience working with clinical research data, electronic health record data, and administrative health data.
  • Advanced communication skills, both written and verbal, with technical and non-technical audiences
  • Excellent analytical, organizational and time management skill

 

Preferred qualifications:

  • Understanding of and experience with NIH data sharing policies, including the 2003 NIH Data Sharing Policy, the NIH Genomics Data Sharing Policy, and the new NIH Policy for Data Management and Sharing
  • Familiarity with policies and procedures for handling controlled-access data, including de-identification and data access governance
  • Team player who enjoys working in a collaborative and fast-paced environment and is comfortable learning new skills
  • Experience working with NIH staff and NIH researchers
