We are currently searching for a Scientific Program Analyst to provide support services to satisfy the overall operational objectives of the National Institutes of Health, Office of Intramural Research. The primary objective is to provide services and deliverables through performance of support services. This opportunity is full-time, and it is on site in Bethesda, MD.  

 

 

Duties & Responsibilities
  • Serve as a Scientific Skills Coach for the Office of Intramural Training Education.
  • Provide academic guidance to NIH intramural fellows to aid in their successful completion of graduate-level coursework, qualifying exams, PhD defenses, and other academic milestones; suggest study plans; review content; plan and execute practice exam panels; provide academic coaching.
  • Work with NIH intramural fellows on the process of writing various forms of scientific content, including, but not limited to, research proposals, dissertations, manuscripts, and abstracts.
  • Participate in the Personal Statement for Graduate School Review Team.
  • Conduct individual advising meetings with students; prepare monthly log of student meetings and outcomes of each meeting.
  • Work with staff on existing projects and/or the development, initiation, and execution of new project initiatives.
  • Work with staff on the concept development, planning, execution, and support of all project-related activities.
  • Organize and maintain project documentation and communications; track project progress using project management tools.
  • Review and proofread programmatic documents describing scientific and management issues and policies related to their designated program.
  • Track action items and tasks, provide deadline reminders to Program staff; maintain spreadsheets of relevant information.
  • Conduct literature searches in PubMed, Web of Science, and other information sources; manage references using bibliographic software.
  • Conduct search for material for a specific programmatic need, using a database to search for material in many cases.
  • Organize and analyze reports in a scientific area as assigned.
  • Read, interpret, analyze, and condense material from a variety of sources for presentation.
  • Create scientific search criteria for locating scientific, program and related information on the internet and other means, including literature and database searches.
  • Prepare scientific and programmatic presentation materials such as tables, graphs, slides, abstracts, posters, and overheads by assimilating and mastering the scientific data and programmatic context for use at presentations and meetings.
  • Analyze and develop presentations consisting of data from progress reports to be used by Program staff and at meetings in the overall analysis of Program progress.
  • Conduct searches for material for a specific programmatic need and/or presentation; use a database to search for material as necessary.
  • Organize existing slides/presentations/talking points into a functional database/library.
  • Design, develop and maintain databases, Listservs, spreadsheets, PowerPoint presentations and other computer applications.
  • Collect, read, interpret, analyze, and condense material from a variety of sources and prepare reports of data analysis for presentation.
  • Prepare presentation materials such as handouts, meeting materials, slide presentations, and background/supplemental documents, spreadsheets, charts and graphs for conferences, committee, meetings, workshops, and group updates.
  • Attend meetings, trainings, and conferences in support of program initiatives.
  • Develop a template for reporting meeting minutes to Program staff.
  • Perform logistical planning for various scientific meetings, conference calls, symposia, lectures, workshops, and special projects.
  • Identify, assess, draft, edit, revise, and assemble necessary background materials.
  • Work with staff to identify key issues and track action items and tasks, providing deadline reminders to Program staff and update and maintain spreadsheets of relevant information.
  • Represent the Program at local and national meetings; deliver presentations and posters; disseminate details of the Program and collect information of value to the Program goals.
  • Draft, review and proofread programmatic documents, such as conference agendas, meeting agendas, letters to presenters, participant lists, handouts, emails, thank you letters and reports.
  • Work with staff to coordinate and plan scientific meetings, including communications with distinguished lecturers, invited guests and participants, registration, and meeting logistics.
  • Prepare and give formal presentations for division leadership and other interest groups.
  • Coordinate with strategic project leaders on the logistics annual in-person Committee meetings, monthly teleconferences or videoconferences, and additional teleconferences, videoconferences, or electronic reviews to address key issues.
  • Maintain ongoing, proactive communication with key personnel throughout the initiative; gather, provide, and exchange information with Network investigators, their staff and other relevant individuals.
  • Organize and coordinate program activities; manage agendas, meetings, background materials and minutes.
  • Provide project management support for large and/or complex projects with internal and external stakeholders and other project participants.
  • Ensure that all aspects of the programs are tracked and reported, key milestones and deliverables dates are known and adhered to, and that all individuals and partners involved are kept appraised of progress of integrated tasks and next steps.
  • Research and assemble outlines of new milestone proposals for evaluation by staff.
  • Analyze program activities, via internal systems and/or NIH systems, to identify issues and develop recommendations for improvement.
  • Define problems; analyze alternatives; recommend solutions to complete problems affecting the conduct of research programs.
  • Search scientific, program and related information on the Web and other means; perform literature and database searches.
  • Complete progress reports that detail project status and flag potential issues.
  • Track project progress and provide regular reports.
  • Maintain and distribute scientific papers relevant to specific programmatic needs.
  • Provide project planning and project management strategies to efficiently approach complex tasks.
  • Develop and improve procedures for leadership and program staff to implement tracking and reporting to gage progress, identify gaps in the portfolio, and assemble data on areas of scientific interest.
  • Develop, update, and maintain information databases (e.g., SharePoint sites); provide document retrieval support.
  • Establish and maintain data analytics tools for analysis.
  • Coach NIH intramural fellows preparing for upcoming scientific presentations, including, but not limited to, group and department meetings, the monthly PostBac Seminar Series, scientific conferences, and dissertation defense presentations.
  • Provide core knowledge of standard laboratory techniques, experimental design and expected laboratory work ethic.
  • Maintain and facilitate communications with students and NIH staff.
  • Work with the Directors of High School Enrichment HiSTEP program, Undergraduate Scholarship Program UGSP, Community College Summer Enrichment Program CCSEP and College Summer Opportunity to Advance Research CSOAR and NIH Academy Enrichment Pro-gram NAEP.
  • Mentor and advise scholars on career and education goals.
  • Serve on selection committees, reviewing applications and interviewing qualified applicants for OITE-sponsored training programs.
  • Communicate with scholars throughout the academic year to ensure progress and positive academic experience
  • Participate in PostBac MCAT Critical and Analytical Skills (CARS) training.
  • Assist trainees with developing strategies to increase reading comprehension of CARS questions.
  • Assist trainees, particularly those for whom English is a second language, with developing strategies to increase reading comprehension of CARS questions.
  • Teach test taking strategies and skills to improve exam performance.
  • Develop strategies for both approaching the exam and managing stress.
  • Work individually with trainees to Review the general structure and organization of a personal statement for graduate school applications.
  • Focus on the specific component of the statement introduction, in-depth discussion of trainee science, or explanation of why the trainee has chosen to apply to the institution to which the statement is addressed in each of the sessions.
  • Facilitate brainstorming regarding experiences trainees might choose to incorporate in their statements.
  • Develop and present strategies for facilitating the writing process.
  • Provide one-on-one feedback on individual statements.
  • Work with IARF Coordinator to determine recipients of fellowship based on collective scores.
  • Score grant proposals for the Intramural AIDs Research Fellowships.
  • Evaluate the candidates based on CV, the career development plan, the research proposal, the mentor based on letter of support, and the relationship to the NIH Strategic Plan for HIV and HIV-Related Research.
  • Work with IARF Coordinator to determine recipients of fellowship based on collective scores.
  • Provide comments and critiques of proposals to assist in feedback for the applicants.
  • Work on the leadership team for virtual major events in the OITE such as Postbac Poster Day, Graduate Research Symposium, and Career Symposium.
  • Provide expertise in using a variety of online platforms like Webex, Zoom, and Go-to webinar.
  • Create secure virtual meetings and facilitate sessions.
  • Organize and host guest speakers or fellows that may be participating as presenters, panelists, judges, or attendees.

Requirements

 

Required qualifications:

 

  • Master’s in Business Management and Administration, Biology, Biochemical Sciences, Genetics, Microbiology, Molecular Biology, or Neuroscience.
  • At least 3 years of related experience
