The Senior Director / PBG Procurement Emerging Markets & China provides leadership to the assigned Global Procurement teams within the Region to support the commercial, manufacturing and/or enabling function operations as applicable. The role ensures the provision of appropriate management and development of colleagues across the Region. The role is also responsible for establishing the appropriate organizational design to address business needs, while operating within defined budget parameters. The Senior Director / PBG Procurement Emerging Markets & China develops strong working relationships with the key senior regional stakeholders to support the development and execution of strategies. They manage all critical stakeholder engagements and are accountable to and participate on regional leadership teams. They are accountable for the successful delivery of all major sourcing strategies and procurement business processes operations in the Region for the assigned teams.

ROLE RESPONSIBILITIES

For centrally supported spend categories, the Regional Procurement Leader is accountable for:

Category strategy collaboration and operational implementation:

  • As appropriate, provide business insight and challenge to proposed strategies to develop more robust solutions applicable to the Region.
  • Assure good practice category management, strategic sourcing, and supplier management processes are executed timely and effectively across the Region.
  • Annually, establish a plan of action to achieve agreed to savings results and effectively coordinate and collaborate with all S&ES teams as applicable to leverage synergies.

Sourcing activity and contract negotiation:

  • Form, lead and facilitate cross-functional teams as applicable to execute the procurement process and plans; enable supplier selection and decision process; lead / facilitate contract development, negotiation and execution process.
  • Lead the strategic sourcing process, including identify needs, conduct pre-project planning, define projects, collect internal and external data, perform strategic analysis and identify opportunities, formulate procurement strategies and develop implementation plans.
  • Develop appropriate risk management strategies to assure supply of Pfizer's requirements.
  • Effectively utilize Pfizer's eSourcing capabilities in advancing sourcing initiatives.
  • Lead and/or participate on project teams as required or assigned.

For all categories and regional activities:

II - Supplier relationship management:

  • Assure appropriate risk management strategies are established to maintain supply of Pfizer's required goods and services.
  • Support escalated supplier performance issues in collaboration with the applicable procurement Category Strategy Manager (CSM) and key stakeholders
  • Ensure the formal Supplier Management process and tools are in operation for identified key suppliers in accordance with program guidelines.

III - Client engagement and customer relationship management:

  • Utilize market intelligence across the Pfizer business to anticipate opportunities, strategize and support the business in formulating solutions to address changing market needs.
  • Support Senior Leaders in the Region in the resolution of any procurement related issues.
  • Effectively network with senior business leaders to build Procurement’s profile and engagement on key sourcing strategies.

IV - Business process and compliance:

  • Policy and Process Compliance i.e. Diversity, SRM
  • Continually evaluate the business operational support needs and recommend organizational improvement opportunities and adjustments as appropriate.
  • Provide oversight for Global Procurement's Business Process and Operations Team to implement key changes and efficiencies in the Procure to Pay (P2P) processes across the Region.
  • Ensure local and regional procurement operations are executing work in accordance with all relevant Pfizer policy and procedures.

VI - People management and development:

  • Provide coaching and development for team members through structured process and tools including individual development plans and talent development.
  • Create a team environment that drives high colleague engagement.
  • Utilize Pfizer and Global Procurement’s available tools to continuously improve the organizational capabilities of the team

VII - Reporting:

  • Establish appropriate management reporting within Region whilst supporting upward communication to enable effective Global reporting.

QUALIFICATIONS

  • Bachelor’s Degree (or equivalent) in business or a technical discipline. Master's Degree desirable.
  • 15+ years relevant experience required. Preferably in both strategic and operational roles.
  • Demonstrated achievement of results including savings generation, improvements to supplier relationships, improvements in product quality and service delivery desired.
  • Project management skills to oversee a multiplicity of tasks in a cross functional/site/divisional environment;
  • Fluency in English required.
  • Excellent leadership, communication and interpersonal interactions skills.
  • Knowledge of procurement systems, processes and procedures.
  • Complex Project Management of major projects both on a local and regional and basis.
  • Management skills in assessing and effectively resolving business issues.
  • Analytical and negotiation skills and techniques.
  • Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.
