The U.S. Pharmacopeial Convention (USP) is a global nonprofit organization focused on improving global public health.  We do this through 1) Science-based public quality standards; 2) Programs that enhance the capabilities of industry and government agencies to ensure the quality of medicines, supplements and foods; and 3) Advocacy initiatives that create broader awareness about medicine quality to help shape policy reforms and investment in quality.

The Public Policy Analyst and Content Manager will contribute to the analysis and management of public policy intelligence. This individual contributor role is accountable for monitoring, evaluating, and analyzing public policy opportunities to inform enterprise decision making; to support interactions on public policy issues; and to identify changes or opportunities that may impact USP’s standards, programs, and goals. The successful candidate will be joining a dynamic team that is focused on stakeholder engagement, evidence development, communications, and public policy and will work closely with and foster collaboration among team members and across divisions.

This position reports to the Director, Regulatory and Public Policy Development, and coordinates closely with colleagues across the USP Global External Affairs and USP organization.  

 

Roles and Responsibilities
  • Analyze policy, data and research literature on key public policy related issues, and assist in the development of corresponding USP strategies, polices, and initiatives.
  • Proactively keep abreast and apprise colleagues of key trends in public policy that may impact USP’s standards, programs, and goals.
  • Conduct literature searches and science-based assessments to write well-researched, insightful reports on a wide variety of public policy issues.
  • Summarize findings in written oral, and digital formats for use by USP leadership and other internal and external audiences.
  • Support the growth and management of a comprehensive public policy development strategy including communications programs and internal approval process.
  • Ensure analysis of a broad range of public policy topics, highlighting emerging opportunities and risks and providing an assessment of organizational impact.
  • Identify public policy commenting opportunities and assist with the process for the drafting of comments for submission.
  • Coordinate with Regulatory Affairs to understand and monitor evolving regulatory policy trends and work with internal stakeholders to identify opportunities and risks.
  • Supports secondary research that will help inform USP’s public policy positions.
  • May include other responsibilities as assigned.

 

Basic Qualifications

Education

  • Bachelor’s degree required in relevant field (Public Policy, Public health, Political Science, Law, Pharmacy, Medicine, Life Sciences, etc.)

Experience

  • Five (5) years of experience in public policy, public health, regulatory affairs, or a combination of the three, including substantive work in public policy analysis and production of a range of materials in various delivery formats that articulate perspectives on public policy topics.
  • Prior experience working for a science-based organization, preferably related to public health or pharmaceuticals, from the NGO, government or private sectors.
  • Experience with and knowledge of public policy making processes and analysis.

  • Ability to effectively engage with partners and support strategic initiatives or a business function; includes implementing strategy for a key function, supporting organization-wide initiative(s) or a functional group/team, and providing strategic direction to managers and directors on key organizational priorities.

 

Preferred Qualifications
  • Advanced degree (such as Ph.D., MS) in public policy, public health, law, pharmacy, medicine, or other related field strongly preferred.
  • Experience working in a matrixed organization.
  • Understanding of medicines quality and healthcare policy topics.
  • Expertise in conducting literature searches and evidence-based reviews, soliciting expert opinion through various methods, and writing/editing sound scientific reports on a wide variety of topics and issues related to public health and public policy.
  • Comfortable dealing with complex science, legal, and policy related issues, with a demonstrated ability to simplify and communicate complex science, legal and regulatory policy issues effectively.
  • Ability to handle multiple priorities in a fast-paced environment.
  • Demonstrated initiative and successful management of multiple projects.
  • Strong team building skills in the management of cross-functional teams.
  • Strong critical thinking and problem-solving skills.
  • Ability to influence and drive initiatives without direct authority.
  • Solution-oriented and innovative; can identify creative options for resolving issues that respond to multiple stakeholder interests and needs.
  • Demonstrable commitment to public health/patient safety/consumer protection, familiarity with global public health issues is an advantage.
