We are currently searching for a Critical Facilities Training Program Consultant to provide program development, quantitative analysis and curriculum development for the ORF Critical Facilities Program (CFP). The goal of the program is to provide scientific, regulatory, biocontainment, biosafety, critical facilities design and management training for engineers and architects and scientists specifically to build, maintain and operate high containment research environments. The overall outcome of the CFP is to prepare engineering and architecture professionals of the highest caliber to support the emerging biosafety and biocontainment needs of the NIH research community. Specialized knowledge in areas of biosafety, biodefense and national security are critical requirements. This opportunity is full-time, and it is on site in Bethesda, MD.  

Duties & Responsibilities
  • Develop and coordinate a plan for outreach and communication about the program
  • Prepare and lead presentations about program to NIH leadership, recruitment venues and meetings
  • Work with staff to draft Statements of Work (SOWs) and Performance Work Statements (PWSs)
  • Provide creative counsel on data reporting and formatting
  • Develop methods and practices to evaluate the effectiveness of education, outreach, and engagement programs
  • Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management and governance
  • Provide advisory services on a full range of issues relating to administrative management and operational support of the Division
  • Conduct interviews with staff to provide recommendations and options for the appropriate alignment of people, functions, and structure
  • Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities
  • Participate in education activities; provide expert input; advise program staff on the design and implementation of new programs; review research portfolios; identify potential gaps for new research opportunities.
  • Determine solutions to overcome barriers, fill needs, respond to scientific opportunities, and develop collaborative solutions
  • Work with staff on the planning and promotion of community engagement
  • Provide facilitation and training for staff
