The Associate Director, Managed Care, will have responsibility and oversight of Rebate Operations with-in the Managed Care Contracts team which includes agreements with managed care organizations, PBM's, correctional facilities and Integrated Delivery Networks. He/she will also be responsible for the following duties and tasks.

Primary Responsibilities:

· Manage a team of department Managers and analysts to ensure that managed care rebate claims are paid accurately, timely and paid in compliance with contractual arrangements.

· Act as a subject matter expert on managed care payment/discount processing, validation process and demonstrate an understanding of key terms/requirements in managed care agreements.

· Support the growth, training, and development of Manage Care team members with timely feedback.

· Review transactions for accuracy and compliance with managed care programs and internal Gilead procedures. Proactively identify, investigate, challenge, and communicate on potential issues, and react to and solve problems.

· Ensure timely processing of pricing/discounts to avoid unnecessary penalties.

· Communicate directly with external customers (managed care organizations) and internal customers (including, but not limited to National Accounts Team, Accounts Payable, Legal, Finance, Government Pricing and Contracting Managers) to ensure visibility of discounts and/or disputes.

· Develop, analyze, and communicate on trends derived from standard department reports. Provide regular status, market updates, key performance indicators, statistical analysis, and summary reporting to appropriate stakeholders, including analytical summaries.

· Support/lead development and maintenance of Managed Care claims validation systems; including suggesting new/improved business requirements, potential enhancements and, when applicable, supporting testing processes for new or updated systems.

· Approve managed care claims and oversee the work of department Mgrs./Analysts.

· Creates and implements standard department reports and supports other ad hoc reporting.

· Develop, document and implement department policies and procedures. Ensure team members are well integrated into the rebate operations team and ensure both initial and on-going training is conducted.

· Creates special reports and provides analysis support to management based on trends and needs

• Communicate directly with contract management system vendor to ensure proper system functionality and to design system enhancements. Partner with external vendors and Gilead Business IT for system testing, upgrades, problem resolution, and planning of future department needs.

• Communicate directly with Finance, Accounting, SOX, Compliance Sr. Manager, and IT to ensure that all data is accurate and provided or accessible on a timely basis to assist with accruals, forecasting, audits, and financial impact assessments.

• Mentor and develop department analysts to further career growth and succession planning.

• Provide training to internal stakeholders.

• Ad hoc projects, as assigned.

Qualifications:

• Bachelor's Degree (general business, finance, accounting, economics)

• 10 or more years of contract administration experience in the pharmaceutical/biotechnology or related industry.

• Prior management experience and strong leadership skills.

• Must exercise sound business judgment and strong analytics when reviewing and forming an opinion regarding new issues, opportunities, or other challenges.

• Deep knowledge and experience with contract management and rebate/chargeback processing and/or customer management

• Strong analytical, verbal, written and interpersonal skills with an emphasis on strategic market management and follow through, and issue resolutions abilities are required.

• Experience with Model N and Validata contracting systems, including demonstrable knowledge of systems and reporting mechanisms that support contracting and the pharmaceutical/biotechnology or related industry.

• Familiarity with government program regulations that affect the rebate process

• Proven track record of meeting or exceeding objective and goals.

• Must demonstrate advanced knowledge of proficiency with Microsoft Access, Excel, PowerPoint, and Word.

• Able to multi-task effectively with multiple interruptions in a deadline intensive environment.
