Summary of the Position

The (Senior) Program Manager, Portfolio Governance Management and Evaluation (PGME) is a highly visible, individual contributor, role responsible for partnering with members of the executive team, and their senior leaders, to realize Enterprise’s goals, strategies and plans. The role will afford the individual to partner across the org to navigate, shape and build the supporting mechanisms (e.g., communications cascades), processes (e.g., stage gate review) and tools (e.g., dashboards with milestones and KPIs) that will help guide critical programs across USP in their prioritization of resources, execution of plans and ultimately realization of program benefits / value.  This individual may also provide project management support to special high-visibility initiatives across USP where relevant and as needed.

Roles and Responsibilities

Portfolio Monitoring, Analysis and Investment Decision Making

• Manage and monitor performance of portfolio (i.e., individual programs), ensuring accountability, transparency, and demonstration of how programs are tracking to plan and adding value to the enterprise 

• Create necessary mechanisms, processes and tools to build pipeline of programs, and support accountability of individual program performance within portfolio (e.g., entrance and exit criteria, stage gate review, dashboards, scorecards, etc.) 

• Create and/or leverage existing committee templates to facilitate development of materials for presentation to ET committee; As needed, provide upfront feedback to help ensure effective dialogue

Working with Partners

• Build and maintain high quality relationships with partners across the organization, and work with them to develop robust business cases for programs in the pipeline, as well as to surface key issues that impede the successful execution of launched programs 

• Establish high quality relationships – with ET and GLT members and other business leaders 

• Ensure high quality engagement by other functions in Committee conversations and decisions re: programs in the portfolios 

Driving and Facilitating Strategic Dialogues

• Partner closely with ET to prioritize and manage topics for Executive Committee discussion; Facilitate discussion to ensure key points are discussed (e.g., decisions needed, risks, roadblocks, etc.)

• Monitor program status (e.g., via dashboards) and flag for ET discussion as needed (e.g., due to upcoming major milestone, risks, resource constraints, etc.)

• Partner with ET chair to discuss prioritization when resource constraints exist; Coordinate priorities across other Executive Committees as needed 

• Maintain a single repository for relevant Committee-related materials, including meeting materials; Support accountability through the recording of high-level outcomes and action items 

Evaluating, Monitoring and Cascading Performance

• Participate in the definition, creation, and maintenance of tools (e.g., dashboard, scorecards, etc.) to build portfolio views and ensure critical conversations with Committees (i.e., are we on track to achieving individual program objectives, and overall portfolio goals) at appropriate times

• Develop and maintain mechanisms that support synthesizing reporting of individual program goals against plans; Create communication cascades to provide transparency to the rest of the org 

• Continuously improve the quality of performance metrics and reporting, tie to other parts of org reporting as appropriate (e.g., SSPs, Mission Impact, etc.)

 

Managing Risk

• Owns an integrated perspective on risks of the portfolio(s)

• Help identify and solve problems that present obstacles and challenges to the team, facilitating issue resolution with Executive Committees on a timely basis

• Track and help ensure accountability for risk management and mitigation activities 

• Ensure integration of dependencies and risks are managed effectively across projects

Seeking Feedback and Continuously Improving 

• Drive and seek feedback (through both formal and informal mechanisms) to improve committee function and value; Ultimately influencing overall USP governance model and Executive Committee framework to meet organizational needs

• Participate in informal information exchanges with other Committee PMs to learn about ways to drive consistency across the committees, share lessons learned, that ultimately improve the efficiency of the Committee. 

• Capture and share knowledge and lessons learned from projects and other initiatives with appropriate audience(s)

• Create documentation to preserve information, experiential data, and knowledge relevant to future projects

Basic Qualifications 

Program Manager:

• Bachelor’s degree in science required, other area of study may be acceptable with experience in scientific field

• Minimum five (5) years of experience in regulated industry

• Minimum five (5) years of hands-on experience operating in a PMO, leading and managing a variety of complex projects

Senior Program Manager:

• Bachelor’s degree in science required, other area of study may be acceptable with experience in scientific field

• Minimum eight (8) years of experience in regulated industry

• Minimum eight (8) years of hands-on experience operating in a PMO, leading and managing a variety of complex projects

Skills Sought

• Demonstrated experience articulating issues, problem solving and presenting recommendations at the executive level 

• Demonstrated ability to successfully manage multiple high profile concurrent assignments in a timely manner

• Strong proficiency creating content, processes, etc. utilizing MS365 tools (e.g., word, excel, ppt, etc.) to drive decision making 

• Ability and desire to work well with diverse employees in a cooperative and friendly manner

• Strong time management, project management skills (i.e., proactive approach, deadline management, follow-up mechanisms, overview instruments), organizational skills and attention to detail

• Strong professionalism, accountability, and helpfulness, and possesses a customer service mentality

Preferred Qualifications

• PMP certification or equivalent.

• Possess a high level of business acumen (i.e., understanding the business need for each project and the ability to drive decisions based on what is best for the organization).

• Demonstrated experience partnering with stakeholders to create buy in and frameworks that facilitate successful change management 

• Excellent problem-solving and critical-thinking skills.

• Demonstrated skills and experience in navigating ambiguity, complexity and a variety of dependencies.

• Ability to influence, motivate, and mobilize teams and business partners.

• Ability to effectively lead and influence in a matrixed environment, and without formal authority.

• Ability to anticipate risks and devise solutions in the moment. 

• Speak, listen and write in a clear, thorough manner and tailors use of appropriate communication tools and techniques to the situation.

• Ability to establish and maintain positive working relationships to achieve the program goals.

• Ability to assess situations to determine the importance, urgency and risks, and make clear decisions which are timely and, in the organization’s, best interests.
