Summary of the role:

Executive Director, Government Affairs - Global Patient Solutions (GPS), will be based in either Washington DC or London reporting to the Vice President of International Government Affairs. The ideal candidate is a dynamic, business focused, creative individual who is knowledgeable about low- and middle-income countries and has a strong background in government affairs and healthcare. The successful candidate will be part of the GPS leadership team and will have the opportunity to shape Gilead's presence in approximately 140 low- and middle-income countries in Africa, South and Southeast Asia, Central America and the Caribbean.

Job Description:

The Executive Director's primary responsibility will be to work closely with all parts of Gilead's Global Patient Solutions' business to develop relationships with key government stakeholders and their advisors to advance policies and legislation aligned with Gilead's business goals. The individual will also facilitate engagement amongst Gilead's leadership and government officials and other stakeholders.

The GPS Government Affairs Executive Director will manage the company's outreach and consultancy relationships in GPS Markets and will work in close collaboration with Gilead's country teams as well as headquarters teams on local, regional and global issues and relationships.

The individual in this position will build strong cross-functional relationships with our access, medical affairs, regulatory, legal and public affairs teams.

Outside Gilead, the Executive Director will foster relationships within the policy, medical, KOLs and patient communities in line with Gilead's business strategy.

Responsibilities:
  • Build Gilead's presence and brand in GPS Markets through high-level leadership.
  • Serve on the GPS Leadership Team and provide thought leadership in terms of the evolving policy environment and potential impact on Gilead and GPS priorities
  • Run Gilead's outreach with key US Government Agencies such as the: -
    • State Department and the
    • Department of Health and Human Services Office of Global Affairs and
    • Manage collaborative opportunities with HIV/PEPFAR and relevant Health Security Programs
  • Lead health diplomacy engagement and forge public health partnerships with multi-lateral agencies including: -
    • Global Fund
    • UNAIDS
    • UNICEF
    • World Bank
    • European Bank of Reconstruction and Development
    • Foreign Commonwealth & Development Office
  • Lead outreach Ministries of Health, Ministries of Finance, the African Union, the World Health Organization, the World Hepatitis Alliance, and other key stakeholders
  • Support community engagement and policy development for HIV, including HIV prevention (PrEP), and hepatitis B and C so they impact positively the health outcomes for vulnerable populations and marginalised communities across the GPS Markets.
  • Establish partnerships to support national health plans, financing, and activities to expand access to medicines in low-and middle-income countries.
  • Develop new approaches and relationships at the national government, at regional levels, and with external stakeholders and influencers.
  • Organise strategic outreach, engagement with and partnerships, including on health policy leaderships with NGOs, Think Tanks and patient organizations.
  • Manage country strategy and initiatives directed from both Gilead headquarters and the GPS regional leadership and take personal responsibility and action as necessary.
  • Coordinate internally with all functions to ensure successful and efficient operations in the GPS Markets (e.g., access, policy, legal, medical affairs, public affairs) and effectively utilize Gilead's consultants.
  • Create and maintain trust-based relationships with policymakers at senior levels of each government, and with key U.S. officials, and personally lead/initiate policy changing initiatives in line with strategy.
  • Work closely within Gilead to earn the confidence of senior executives and help them understand the political and business environment and the value of relationships with government officials and leading policymakers and influencers.
  • Develop novel approaches to dealing with evolving issues and a constantly changing external environments.
  • Serve as the primary point of contact for Gilead Government Affairs and Policy in the GPS Markets
  • Provide timely updates to internal management on opportunities, challenges, and risks in the policy and government affairs environment, and assist the management team with country strategies where required.
  • Select, evaluate and develop personnel and consultants as required. Manage relationships with trade associations and other membership and advocacy groups.
  • Contribute to a strong GPS communication plan, leveraging all internal and external communication opportunities, with a focus of establishing Gilead as an industry leader in driving innovative patient solutions in resource-challenged settings. Guide the creation of presentations and narratives that demonstrate the Gilead's unique partnerships and role in the broader healthcare landscape
  • Ensure integrity and strict view and record of compliance and accountability, to uphold Gilead's corporate values and adherence to laws, regulations and principles in every market.


Knowledge, Experience and Skills
  • Masters or MBA or equivalent preferred.
  • Minimum 10 years' experience with a successful track record of being a leader in policy setting environments in government, and/or in policy and government relations functions with a corporation, consultancy, trade association or special interest group.
  • Significant experience in the biotechnology or pharmaceutical industries required. Experience working in/with civil society/ NGOs, public heath, preferably in low- and middle-income countries
  • Ensure business activities are in line with company business conduct and compliance policies and procedures
  • Knowledge of HIV, HBV, HCV, Liver Disease and Oncology policy environment particularly in low and middle income countries is preferred; an understanding of public health/global health policy issues is essential.
  • Strong existing relationships with GPS government officials, policymakers, and agencies at a national and as regional level.
  • Excellent strategic thinker with demonstrated operational, analytical, negotiation and consensus building skills, and strong executive presence.
  • Ability to manage multiple initiatives and to work in (and cultivate) highly collaborative and cross-functional teams (internal and external).
  • Track record of being a leader in policy-setting environments such as in-house at a corporation, NGO, trade association or a relevant government agency, with skill managing teams or working groups.
  • Excellent verbal, written and interpersonal communication skills.
  • Fluent spoken and written English. Fluency in Spanish and French is highly desirable
  • Ability to travel extensively.
