Project Engineer, Facilities Project Management (Full Time Employee)

Responsibilities and Skills for Position:

This position is in the Facilities Engineering Department and reports to the Life Cycle Project Management Team. In this position, you will provide project engineering support on assigned life cycle capital projects including office and lab renovations, lab planning, move coordination and participate in the department's process improvement initiatives. You will assist in planning, coordination, and execution assigned projects. Assist in monitoring work for compliance to applicable codes and standards. Utilize project management guidelines and techniques to assist in planning and coordination of projects. Adapt to change quickly and positively; deal effectively with a variety of people and situations; appropriately adapt thinking or approach as the situation changes; thrive in fast paced environment.

Essential Duties and Job Functions:

  • Assist in coordinating assigned engineering capital projects through all phases of project delivery including initiation, planning, execution and close out.
  • Assist in creating detailed and accurate project schedules and assist in executing projects according to Gilead's Project Management process.
  • Assist in developing and conducting RFPs, soliciting and obtaining bids from contractors and vendors. Process contracts and purchase orders after appropriate approvals.
  • Prepare documents used for bid, construction drawings, specifications, turnover packages, as-built drawings, and commissioning protocols.
  • Adhere to project control procedures and monitor project budgets. Assist in preparing and routing change orders for review/approval.
  • Participate in project planning, design, construction and close out meetings.
  • Contribute to process improvements to budget, risk, scheduling, change management and cost tracking tools, metric reporting, reporting procedures and operational effectiveness.
  • Keep management fully informed in a timely manner with regard to any and all potential problems on a project.
  • Assist in generating management reports and analytics.
  • Effectively utilize budget and reporting tools to support management tracking, reporting and stage-gate decision making.
  • Adopt processes, techniques and innovate tools to optimize analysis and delivery of results.
  • Assist in developing and advancing department process workflow procedures based on existing protocols through cross functional collaboration, gap analyses reporting, and team training to further evolve Gilead's Project Information Management System (PIMS), eBuilder.
  • Assist project controls by monitoring department contingent workers contract agreements and supplier invoicing terms, administering the periodic reclassification of contractor invoicing to portfolio projects in a consistent manner, and assist in developing the forecasting model used to determine resourcing and professional services budget for the department.
    Other specific responsibilities:
  • Liaison between project design engineering and the field
  • Preparation of weekly progress report
  • Field Drawing Control
  • Field Inspection and Quality Assurance
  • Makes field quantity take-offs to confirm scope as directed by Project Manager and/or Project Controls Manager
  • Reporting of installed quantities, and percent complete summary
  • Scope definition of back charges and field change orders to vendors and/or contractors/subcontractors
  • Review of contract/subcontract invoices for physical percent complete or units of work completed
  • Coordinates Facility Notifications
  • Coordinates Disruption Avoidance Plans / Method of Procedures
  • Generating project meeting minutes, variance log, issues log, lessons learned report, and permit tracking matrix
  • Performing monthly detail review of invoiced contracted progress
  • Facilitating RFI, submittal, and change request process
  • Tracking project correspondence
  • Tracking procurement and change order request logs
  • Coordinating site and field activities with contractors
  • Supporting risk and impact assessments
  • Coordinating project as-builts, equipment drawings & turn-over packages (TOP) development
  • Coordinating user requirements, quality needs assessments, risk analyses and qualification master plan development
  • Supporting site Asset Induction process
  • Coordinating flow of project documents and tracking document matrix
  • Inspecting work for quality of materials, workmanship, construction, finish and functional performance is in compliance with applicable specifications, drawings and federal, state and local requirements
  • Rolling punchlist generation and tracking
  • Coordinating alignment of all design specifications to back end Commissioning & Qualifications

    Additional Knowledge, Experience and Skills:

  • Less than 1 year of direct project management/controls experience and a BA or BS. Engineering background preferred, or less than 6 mos. direct experience with MS/MBA background.
  • Working knowledge of blueprints (Architectural, Mechanical, Electrical, Process/Plumbing, Structural, Life Safety Systems), and systems specifications.
  • Excellent verbal and written communication skills and interpersonal skills are required. Technical writing a plus.
  • Effective at multitasking, managing time and prioritizing projects in order to meet established deadlines.
  • Working knowledge of building systems.
  • Experience in performing basic financial accounting and financial reporting principles a plus.
  • Knowledge of Microsoft Office Suite (Outlook, Word, Excel, PowerPoint), MS Project.
  • Knowledge of AutoCAD and Bluebeam a plus.
