Job Details

The Sr. Manager, Functional Resource Manager (FRM) partners with Global Development (GD) functional resource liaisons to assess respective function workload and resource information, to proactively plan and allocate resources, identify potential resource gaps and propose solutions. To be successful, the FRM will need to have an in-depth understanding of functional roles, responsibilities and workload and be a specialist in utilizing resource management tools and respective dashboards to help plan and handle resource capacity.

The FRM will work with other FRMs to ensure cross-functional consistency for resource and headcount management

The FRM also partners with Central Resource Managers (CRMs) to ensure resource data is current for Resource Management (RM) analyses and reporting across functional areas within GD

The FRM will promote the adherence to processes and the delivery of high quality resource planning, capacity management, tracking, and forecasting of functional resources in order to execute the GD portfolio and provide support to non-portfolio work.

  • Serves as the key interface and point of contact between Resource Management (RM) and partner functions (ie resource liaisons) for the review and assessment of functional resource strategies including the assessment of available resources against requirements and confirmation of resource plans with functional leadership and Strategic Sourcing & Procurement (SS&P)
  • Verify that study, project, and program assumptions are current and ensures resource utilization is optimized
  • Partners with applicable functions to implement, maintain, and update algorithms used in resource demand forecasts
  • Works to ensure cross-functional consistency for resource and headcount management
  • Assists partner functions with capacity management providing support for annual headcount planning and ensuring data quality for the Clinical Finance budget re-forecast activities
  • Partners with Central Resource Managers (CRMs) to ensure resource data is current for analyses and reporting across functional areas within GD as well as to drive excellence and efficiency in RM
  • Delivers regular and ad-hoc resource reports, including forecasted resource demand, capacity, gap analyses, and FTE planned vs. actuals
  • Enters, maintains, and supervises resource capacity, resource allocation and resource forecast data for applicable partner functions and ensures accurate reflection in the resource management system / tool
  • Proactively identifies and communicates resource related gaps, issues and risks to partner functions based on analysis of resource data. Supports review and discussion to resolve resource and/or capacity conflicts
  • Tracks data to help identify trends around resourcing and assumptions across Functional Service Provider vendors, therapeutic areas and partner functions
  • Tracks & analyzes the actual (time card) vs. planned (forecasted) FTE utilization for all GD projects
  • Provides training on the resource management system/tool and its utilization to partner functional colleagues they are supporting
  • Understands how CROs and ancillary vendors utilize resourcing algorithms to support analyses regarding resourcing at the functional level, role level, and / or by activity / result
  • Provides support across GD functions for accurate and timely delivery of ‘Time and Task Allocation Reporting’ including missing time reports, sending reminders, work with Clinical Finance and SS&P to reconcile monthly submissions and providing reporting for partners
  • Collaborates with business partners and CRM to deliver, maintain and update RM processes, guidelines, and templates to ensure business needs are addressed.
  • Collaborate with ‘Shared Services’ (eg non-portfolio driven demand) functions as well as functions that are larger (eg function size and historical larger headcount requests), more complicated, more transparent programs.

Requirements:

Bachelor's degree plus 8+ years' related pharmaceutical/biotech industry experience.

25% travel required

  • Experience in Biotech/Pharmaceutical/CRO, including but not limited to Global Development (GD) areas which may also include finance
  • An understanding of all GD activities required to deliver a GD program from IND to post-approval
  • Adept at handling a limited supply of resources against constantly evolving portfolio
  • Excellent analytical, clinical budgeting, GD resource skills
  • Problem solving abilities, troubleshooting, conflict resolution, and resourcefulness
  • Effective communication (clear and concise written and verbal skills), influencing, and negotiating skills
  • Excellent interpersonal and leadership skills, ability to establish relationships internally and externally (eg with supervisors, peers, partners)
  • Proficiency in Microsoft Office Suite (eg Microsoft Project, Word, Excel, PowerPoint, Vision) and Resource Management Tools / Systems
  • Detail oriented and capable of working independently
  • Ability to handle multiple tasks and tight deadlines with confidence
  • Ability to prioritize and organize workload across multiple functions

Preferred Qualifications

  • Flexible and adaptable and a refined ability to deal with ambiguity
  • A self-starter that demonstrates initiative as well as the abilities and behaviors to drive business forward and obtains results by proactively engaging with partners across functions
  • Experience implementing RM processes and Resource Management Systems/Tools and respective Dashboards (eg Planisware, Insights, Power BI; Qlik; in a Global Development Environment
  • Has worked within or across various GD functions that may include but are not required: Global Clinical Operations; Project / Program Management; Strategic resource and capacity planning; Clinical / Business Analyst; Finance
