PROGRAM DESCRIPTION

The Molecular Characterization Laboratory (MoCha) is part of Leidos Biomedical Research's Clinical Research Directorate (CRD) at the Frederick National Laboratory for Cancer Research. The MoCha Laboratory is responsible for providing high-level research in support of the NCI-Cancer Diagnostics Program (CDP) within the Division of Cancer Treatment and Diagnosis (DCTD). MoCha is charged with the development and application of genomic assays for use in medical research and diagnostics for DCTD-sponsored national extramural clinical trials and research programs. The Molecular Characterization Laboratory (MoCha) focuses on development and application of novel predictive and genomic assays for clinical applications.

KEY ROLES/RESPONSIBILITIES

The Program Manager II will be responsible for all financial, administrative, and programmatic support of the MoCha laboratory. The Program Manger II will lead a team of administrative professionals to ensure laboratory is equipped and supplied to continue operations. The PM will interface and collaborate with Scientific leads to provide cost estimates and projections, and to track and monitor spending on various Government contracts. The PM will also assist in reporting, tracking, and monitoring projects in the MoCha laboratory and reporting project status to internal and external stakeholders. Specific duties will include but are not limited to:

  • Responsible for managing administrative concerns of large scientific programs, which include external subcontracts and multiple internal programs that are aimed to support development of robust clinical and research assays in support of cancer clinical and research studies
  • Performing a variety of high level administrative functions that may include planning and implementation of overall program strategies which may include writing and editing statements of work related to molecular diagnostic assays, budgeting, auditing, personnel logistics and training, purchasing, safety, space management and planning, facilities concerns of a multi-building program and the overall coordination of administrative program level functions
  • Provide detailed coordination of the work to be performed by serving as a liaison between senior managers of other scientific programs at Leidos Biomedical Research at Frederick National Laboratories for Cancer Research
  • Interface with government officials, both scientific and administrative, to coordinate logistical support to the program
  • Personnel management responsibilities of project/program manager(s)
  • This position is located in Frederick, MD

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) in a scientific discipline or business/financial or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years of progressively responsible experience
  • Experience in program/project management
  • Familiarity with government contracting rules and regulations
  • Capable of completing tasks with minimal supervision
  • High level knowledge or basic understanding of molecular biology, cancer diagnostics, clinical and research assays and/or cancer biology
  • Ability to multi-task
  • Well versed in scientific writing
  • Ability to effectively prioritize and meet timelines
  • Progressively responsible experience must demonstrate increased independence and overall responsibility for more complex projects at a program/directorate level
  • Ability to render decisions and policy interpretations on behalf of the Director;
    • Editing statements of work pertaining to diagnostic assay development
    • Coordinate and administer budgetary and procurement concerns of the Program
    • Ensure compliance with all contractual agreements of the Program
  • Must have exceptional communication skills with ability to communicate clearly with all levels of scientific personnel and administrative staff through written and oral presentations
  • Effective negotiation skills
  • Knowledge of scientific program management, budgeting, contracting, space management, laboratory renovations, and the principles of multi-year strategic budget and program planning
  • Knowledge of FARs, CFRs, and other government related regulations
  • Ability to work independently in a dynamic environment
  • Experience and demonstrated success in a team-oriented environment and excellent communication skills (written and oral)
  • Ability to identify and solve complex problems
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Master's degree or higher
  • PMP certification
  • Experience supporting a complex research laboratory
