PROGRAM DESCRIPTION

The Contracts and Acquisitions (C&A) directorate provides all contract management, export control, purchasing, subcontracting, receiving, warehousing, distribution, and transportation services in support of the Frederick National Laboratory for Cancer Research (FNLCR) operations including NCI-Bethesda, National Institute of Allergy and Infectious Diseases (NIAID) and other institutes.

KEY ROLES/RESPONSIBILITIES

  • Responsible for cradle to grave subcontract administration from solicitation planning through close-out including solicitation development, source selection, cost or price analysis, negotiation, administration, and interface with Offerors and Subcontractors maintaining the integrity of the process for assigned projects
  • Development of subcontract solicitation and RFP packages, to include the review of work statements, specifications, and funding documentation for completeness, and negotiating terms and conditions for construction and commercial services using multiple contract types
  • Provide advice and guidance to Project Team to include customer, project management and engineer personnel regarding contractual and sub contractual matters, participate in meetings, prepare reports, and maintain electronic and paper documentation
  • Participate in and provide guidance in contract negotiations ensuring applicable considerations are incorporated into the contract in accordance with government regulations and corporate policy
  • Examine contract documents prior to approval to ensure that all terms are in accordance with those agreed upon; prepare contract summaries for distribution to Company personnel
  • Prepare justifications, notifications, and request government approvals as required for work under a prime contract
  • Responsible for entering all solicitation, RFP, and contract information into subcontract management and accounting systems
  • Update and maintain internal reporting and databases as may be required

BASIC QUALIFICATIONS

  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, 0-2 years of progressively responsible experience
  • Experience in contracts administration or procurement preferred
  • Strong negotiation skills and the ability to use in the completion of tasks
  • Basic knowledge of the FAR and other government regulations, policies and procedures and ability to use in completion of responsibilities
  • Ability to gather and summarize data, prepare reports, arrange meetings, schedule work
  • Ability to independently prioritize and complete multiple tasks/projects on time
  • Strong verbal and written communication skills
  • Ability to use word processing, electronic spreadsheet, analysis techniques, and workstation tools at an intermediate or advanced level
  • Ability to manage a variety of subcontract types, interfacing with internal customers, other functional support staff, and suppliers
  • Strong attention to detail and problem-solving skills, strong time management skills and the ability to prioritize work
  • Ability to stay on task and be team-oriented, analytical, organized, detail-oriented, self-motivated and ability to multi-task is essential
  • Demonstrated ability to work as a strong contributor in a team environment and able to interact with all levels of management and staff
  • Outstanding interpersonal skills is a must (both written and oral) with innate ability to professionally address and resolve issues
  • Proficiency in Microsoft Office Suite (Word, Excel, etc.)
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

  • Knowledge of and ability to use an ERP Accounting system at an intermediate level
  • Knowledge of and ability to use SharePoint at an intermediate level
