PROGRAM DESCRIPTION

The Leidos Biomedical Research Project Management Operations Office (PMOO) provides support to project managers and executive leadership in the organization. The PMOO operates a “concierge” concept of support for project delivery including responsibility for overseeing key elements of assembly of the extended project team (non-technical), integration of cross-functional project teams, assistance with technical approach development, project execution oversight and operational alignment of scientific and technical capabilities. The project management Concierge will be assigned by the PMOO Director as an adjunct and complement to the Principal Project Manager (PPM), assure the use of project management best practices, coordinate the full utility of the extended-Project Team, defined as all indirect FNL stakeholders necessary to develop the Task Order Request for Proposal (TO RFP) response and execute the awarded TO, recommend alternative (non-technical) solutions, monitor project performance and when necessary deploy to rectify issues identified with the project. The project portfolio is dynamic and composed of over 100 TOs/projects, primarily supporting the National Cancer Institute and the National Institute of Allergy and Infectious Diseases. The PMOO staff share and support one another in a variety of “cradle to grave” project duties, continuous Task Order process improvements, development of a professional project management cadre across FNL, training on project management procedures and best practices, stakeholder engagement, identifying emerging issues, developing resolution plans and performing project management duties as needed on scientific, administrative and information technology projects and FNL special projects. The PMOO operates a regular status monitoring and presentation schedule and assists with the composition of technical project deliverables.

KEY ROLES/RESPONSIBILITIES

The Scientific Project Manager II (SPM II) will:

  • Lead implementation of and compliance with the LBRI Project Management Procedures
  • Perform oversight and issue resolution support throughout the project lifecycle
  • Perform project management duties on surge requests or temporary assignments for the project managers in the scientific and technical directorates
  • Complement and advise Project Managers
  • Review deliverables for completeness and accuracy
  • Evaluate data and metrics to develop new reports that portray the project landscape across LBRI
  • The SPM II will provide scientific leadership and project management best practices in the proposal development and evaluation process
  • The SPM II will populate the President's Watchlist for designated Groups and provide it to the Leads, CMO, COO and CSO, monthly, to support Task Order monitoring
  • The SPM II will be expected to provide training and assist project managers in FNL procedures and best practices

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a PhD degree from an accredited college or university according to the Council for Higher Education Accreditation (CHEA) or eight (8) years of related experience. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the education requirement, a minimum of two (2) years of related experience
  • Ability to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Project Management Professional (PMP) certification
  • Experience working with government contracts
  • Proficient with the Microsoft Office Suite (including MS Project
