Senior Project Manager, Resource Capacity Management

In this vital role you will lead the integrated Resource Capacity Management triage team (iRCM) which aims to optimize allocation of resources to Amgens highest value programs. Your main objective will be to coordinate with the right functional partners to ensure that resourcing scenarios and trade-offs are understood when making portfolio optimization decisions. In this central role, you will work closely with the iRCM executive sponsor and partner with Process Development, Research and Development, Finance, Business Development, Fastlane Program Management Office, and Portfolio Performance & Analytics to drive all cross-functional resourcing analysis required, prioritize which assessments to perform when, extract resource management insights, and develop options for optimal resource allocation.

The Sr. Project Manager, Resource Capacity Management will report to the Project Management Director within the Commercialization Portfolio Management Office (PMO) located at Amgens headquarters in Thousand Oaks California. The Commercialization PMO is responsible for maintaining and improving an ecosystem of processes that facilitates complex cross-functional collaboration, coordination, and portfolio decisions to deliver an innovative pipeline of therapies to our patients. We are open to discussing location or remote work arrangements; however, co-location at Amgens headquarters is preferred due to the global and highly collaborative nature of this role.

Responsibilities include:
  • Field, prioritize, and help frame resourcing impact assessment requests (from Governance bodies, Business Development, Fastlane Office, etc.)
  • Lead the integrated Resource Capacity Management triage team (iRCM): schedule and facilitate iRCM meetings including setting agendas, writing meeting minutes, and tracking action items to completion
  • Lead discussion in meetings to ensure partners in iRCM develop desired integrated resourcing assessments and synthesize cross-functional resource management insights into recommended options and trade-offs
  • Work closely with the iRCM executive sponsor to develop and communicate integrated resourcing impact assessments and trade-offs for governance within required timeframes
  • Ensure standardization of resourcing inputs and improve outputs of iRCM (e.g., better data quality, more robust resourcing analyses)
  • Lead development of strategies and business processes to improve cross functional resource capacity management and mature this capability for the organization, including future automation of data and information flows

  • Background in resource capacity management
  • Experience in process improvement and executive level communications
  • Ability to interrogate and synthesize data, produce storyboards, as well as deliver favorable and unfavorable data to senior leadership
  • Ability to prioritize and re-prioritize team activities and analyses based on changing requirements
  • Ability to motivate and influence without direct authority to complete tasks and meet timelines
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence
  • Ability to move from a strategic level to a tactical/operational level
  • Strong understanding of the drug development process and key milestones
  • Ability to build and maintain strong relationships within the organization to understand business objectives and priorities

Basic Qualifications:

Doctorate degree and 2 years of resource capacity management or project management experience


Masters degree and 4 years of resource capacity management or project management experience


Bachelors degree and 6 years of resource capacity management or project management experience


Associates degree and 10 years of resource capacity management or project management experience


High school diploma / GED and 12 years of resource capacity management or project management experience

Preferred Qualifications:
  • Advanced degree or strong demonstration of equivalent combination of relevant educational and professional training experience in leading cross-functional teams
  • Industry experience in the Biotechnology, Pharmaceutical, or other Healthcare-related field
  • Drug Development knowledge with basic to strong understanding of other functions relevant to the position which may include: Research, Preclinical, Clinical, Manufacturing, Commercial and Regulatory
  • Solid foundation in business acumen. Ability to understand and work with financial statements beyond the rudimentary
  • Independent, motivated, team member highly effective navigating a matrix environment
  • Emotional intelligence skills including influencing without authority
