We are currently searching for a Scientific Program Management Analyst to provide support to the National Institutes of Health (NIH). This opportunity is a full-time position with MSC, and is on-site in Bethesda, MD.

 

Duties & Responsibilities
  • Assist with implementing the lab’s scientific vision.
  • Collaborate with scientific and administrative leadership on policy interpretation and implementation.
  • Write recommendation memos and other justification documents for scientific positions.
  • Formulate annual and multi-year budget estimates.
  • Participate in long-range financial planning.
  • Support the lab and facility managers on projections and funding for new initiatives.
  • Identify policies, constraints and available funds that affect the program objectives.
  • Collect data and prepares budgetary information in response to requests from AO or the program.
  • Monitor operating fund expenditures.
  • Manage special budget or grant requests (CRADA’s, etc.).
  • Provide monthly financial reports.
  • Manage and track hiring actions.
  • Coordinate with the AO and HR to ensure compliance with federal hiring practices.
  • Facilitate development of standards, procedural documents and SOPs.
  • Coordinate with contract staff to ensure consensus operations.
  • Prepare monthly situational report.
  • Manage procurement and shipment.
  • Manage AMBIS purchases.
  • Maintain monthly inventory of supplies and provides monthly report.
  • Manage yearly contracts

 

Requirements
  • Bachelor’s degree in a related subject or field.
  • Minimum of two (2) years of direct program management experience.
  • • Ability to apply scientific expertise and knowledge of biomedical research methods.
  • Excellent writing and communication skills.
  • Experience with financial planning (formulating annual and multi-year budget estimates).
  • Experience creating standard operating procedures and coordinating compliance with staff members.
  • Extensive reporting experience (generating and reconciling*), highly preferred.
  • Familiarity with the NIH organizational structure, its goals, objectives, programs, and policies desired.
  • Familiarity with federal hiring practices, strongly desired.
