The Gilead Business Services center in Raleigh's Research Triangle region will be home to some of the company's critical shared service teams in North America, including Information Technology, Global Financial Solutions, HR Operations and Procurement Services Desk. These functions provide
the necessary support to ensure Gilead's business runs effectively and efficiently. The center will also be a catalyst for standardization of processes, digital transformation and technology optimization.

Senior Technology Manager

This role is part of the IT Facilities group in supporting infrastructure services operations and projects. The candidate for this role is a leader in the design, development and use of application systems as well as supporting and maintaining well-engineered, tested, and deployed systems/technologies already in place. The applications are utilized by number of Gilead internal groups including Facilities, Public Relations, IT and others. These include but are not limited to, Engineering systems, Physical Security, Environmental Health and Safety platforms, BMS systems, Wayfinding and Digital signage platforms, conference room management and applications use for analysis and compliance reporting efforts. The candidate filling this role will be responsible for troubleshooting hardware and software issues, in coordination with internal business partners, Gilead Infrastructure services and vendors both remotely and on-site.

Performs technology engineering work as an expert in the design and execution. Assists with direction, standards, methodologies, and tools for leveraging application or infrastructure principles and processes; assessing emerging technologies for applicability to the business. Will also serve as technical lead on invest and sustainment projects related to systems applications.

Responsibilities of the Senior Technology Manager include, but not limited to:

Reporting, Analysis and Compliance (10%)
  • Monitor systems performance and implement adjustments when needed
  • Receives performance data and analyzes the performance of installed technologies.
  • Monitors the operating efficiency of existing and new application systems and provides (or arranges for) proactive maintenance.
  • Ensure compliance of application or platform per IT Security recommendations and protocols
  • Maintains awareness of projects or changes to other systems that may affect their applications/systems, and ensures there is no degradation of service
  • Efficiently creates reports and dashboards reflecting analytics of uptime of systems and service tickets and resolutions.


System Support (50%)
  • Resolve SPARC tickets related to applications and platforms by means of coordination with internal/external partners (vendors) to resolve network diagnostic issues and performance issues.
  • Performs advanced troubleshooting which may involve significant choices between many different possible procedures to address the problem with the application or platform.
  • Performs and reviews root cause analysis and recommends remediation
  • Works with Gilead MSP provider and / or vendors to perform system backups and plan emergency data recovery methods where required
  • Serves as a technical expert on existing applications supporting the business area, along with other interrelated / adjacent systems and applications.
  • Conducts complete diagnosis of most business problems, factoring in a strong understanding of the technical architecture.
  • Serves as the primary lead and expert for a system or application or IT Infrastructure components and serves as a technical team lead for multiple changes to applications or technologies with multiple integration points.
  • Ensures technical support and problem resolution for client inquiries and production issue resolution meets business needs, making changes to process as needed.
  • Has knowledge and understanding of ‘On-Prem'; ‘SaaS' and ‘Cloud' platforms and skillset to work with internal and external partners around product development, database administration, and application support to support all users.
  • Lead effort in coordination with the Business and Gilead Cloud Services team to migrate ‘On Prem' applications to ‘Internal Gilead Cloud'
  • Be able to work with Leadership and Business on ‘App Rationalization' and lead effort to decommission services where not required.
  • Provides skillful knowledge and efforts towards Business Continuity through disaster recovery and contingency planning for applications and systems within portfolio for IT Facilities.
  • Executes to the defined lifecycle; manages the lifecycle for a component of the technology to assure operational availability; specifies changes for implementation; gathers data and analyzes capacity and performance.
  • Solves problems independently and with the assistance of Managed Service Providers (MSP), vendors and internal Gilead IT partners
  • Anticipates the impact on the business of any changes to existing systems and develops plans to address them working closely with clients as appropriate
  • Has the knowledge and ability to install, document, and test software and hardware upgrades
  • When provided with an objective to improve performance in their area(s) of technology, develops and implements plans needed to effect the change.


Design / Development (15%)
  • Understands client needs and their impact on the technical direction of a solution.
  • Analyzes the current state of relevant technology and identifies opportunities for improvement.
  • Evaluates the applicability of new technologies, provides technical guidance to others, and provides input to the future IT and/or business strategy.
  • Proposes new technologies, new technical and architectural strategies, and new processes to meet business challenges, in full consideration of their costs and benefits.
  • Contributes to changes to established architecture, documents them effectively, and works with necessary teams to execute the implementation of changes in their area(s) of responsibility.
  • Participates in planning and designing appropriate technologies to meet the evolving needs of the business
  • Makes technology-related recommendations in coordination with business partners for hardware and software solutions
  • Conducts complete diagnosis of most business problems, factoring in a strong understanding of the technical architecture.
  • Contributes to the development of long-term plans for applications and systems in the area(s) supported, factoring in an understanding of future directions of the business area as well as changes in the technology landscape.
  • Advises clients / business analysts on discrete technology-related business problems, leveraging appropriate IT colleagues and/or vendors as appropriate. Formulates options including assessing their relative merits and risks, and works with clients / business analyst to determine the best solution.
  • Consults to clients on the broader economic impact of proposed technology solutions, working to develop a solution that strikes an optimal balance between performance, client service, and cost management.

Project Work (25%)
  • Will serve as a technical lead on selected small or large sized projects.
  • Accountable for the accuracy of project work estimates. Anticipates changes to the project estimate and escalates accordingly
  • Leads technical design sessions, contributing novel insights to address business problems, including anticipating and proactively address roadblocks and obstacles in the project.
  • Integrates the efforts and perspectives of multiple stakeholders and resources to effectively manage and deliver on expectations.
  • Directs, motivates, and leads the activities of team members, ensuring they are working effectively to deliver results and resolving issues as needed.
  • Participates in the review of vendor proposals and makes recommendations to management
  • Will have input and coordinate with IT Business Analyst, business user, and vendor on development of UAT, Testing Phase and Commissioning of system application and platforms prior to production process.
  • Works closely with the Project Manager, IT Business Analyst, business user on development and submission of Unity artifacts and will lead meeting with Unity team for review and compliance of gate requirements.
  • Work with IT Business Analyst, business user, and vendor on training documents for system application or platform
  • Required to create runbook for new application for use in support and maintenance of the system application or platform.


Required Knowledge and Skills:
  • Demonstrates expert understanding of all relevant application development processes (including the Project Execution Process) or infrastructure, serving as a resource to others for a given area or technology component
  • Demonstrates a broad understanding of the applications and/or technical architectures related to their area(s)
  • Outstanding communication, organizational, and relationship-building skills, and can collaborate at all levels
  • Excellent listening, negotiation and presentation abilities,
  • Solid background in building roadmaps, create and execute on a strategic vision
  • Detail oriented, can work independently, strong follow-up regarding tasks and efforts.


Basic Qualifications:
  • High School Degree and Twelve Years Experience OR Associate\'s Degree and Ten Years Experience OR Bachelor\'s Degree and Eight Years Experience OR Master\'s Degree and Six Years Experience


Preferred Qualifications:
  • Understanding of Agile and Lean Six Sigma methodology.
  • Technical knowledge of deployment process for SaaS and Cloud based applications and platforms
  • Experience with coordination of globally dispersed technical delivery team
  • Experience in working in a Bio-Pharmaceutical environment
  • Working understanding of compliance within GxP and non-GxP environments
  • Working knowledge of Unity System Life Cycle process
  • Ability to use Microsoft suite of applications effectively
  • Working knowledge of Service Now SPARC system
