The Senior Manager / Site Procurement Leader role provides centralized leadership and management of all procurement activities occurring at the McPherson Site and is accountable to PGS-GSI Procurement Lead for their effectiveness. The role drives efficiencies and the development of new strategies to support stakeholders and optimize budgets under their responsibility. The role also provides operational and strategic support including planning and executing local sourcing projects and negotiations and managing critical stakeholder engagements. The role is also responsible for Business Process and Operations support, including Procure to Pay (P2P) strategies as applicable. The role acts as liaison with others in region and within PGS Procurement to provide input into global/regional/site strategy and implement appropriate initiatives to support it. The Senior Manager / Site Procurement Leader ensures that all procurement activities are carried out in a compliant manner and in conformance with all Pfizer policies. They are responsible to develop, manage and enhance supplier relationships and seek continuous improvement opportunities. And where applicable, the role serves as site liaison with corporate functions when new suppliers and GMP materials are introduced to site and serve as site procurement point of contact for new product launch support.

Develop the procurement capabilities of all team members; fosters teamwork as well as change management in partnership with the rest of leadership.

ROLE RESPONSIBILITIES

The key tasks include, but are not limited to:

I - Category strategy collaboration and operational implementation for global and regional spend categories

  • Support global and regional CSMs in strategy definition, develop synergies within the region, including developing and maintaining local supplier and market intelligence.
  • Seek, Identify and leverage cost savings opportunities.
  • Seek, identify and share opportunities for continuous improvement in Procurement and business process tools, as well as supplier alignment and material selection.
  • Develop and maintain supply chain risk assessments and drive supply chain risk mitigation activities as prioritized.
  • Provide site based plans and objectives to help assure alignment of category strategy.
  • Work with teams and suppliers to lead RFP’s and other sourcing projects (Including international projects when appropriate).

II - Sourcing Activity and Contract Negotiation for local spend categories

  • Develop and Execute strategic sourcing plans, processes and tools as appropriate.
  • Serve as primary representative to lead sourcing initiatives, proposal development, options analysis, evaluation and selection of suppliers and materials to obtain best value.
  • Manage essential communication among relevant site functions.
  • Identify, and when appropriate, lead and manage contract negotiations, ensuring price, quality and service targets and standards are achieved.
  • Create, approve and maintain contracts to ensure terms are supported by both Supplier and Pfizer within designated authority limits, ensuring compliance with legislation and the company’s policies and procedures.

III - Supplier Relationship Management:

  • Develop supplier relationships in line with business requirements by maintaining positive relationship with vendors and visiting vendor sites as appropriate.
  • Develop, implement and share plans for evaluating and measuring vendor performance of strategic and tactical suppliers through the Sourcing Strategic Sourcing process.
  • In particular, contribute to enrich the supply base knowledge through Category Team meetings.
  • Ensure timely delivery and specified quality levels are achieved and when necessary, resolve quantity and/or service issues with appropriate people.
  • Lead efforts to implement new or alternative materials and specifications with existing suppliers; facilitate timeliness of change control process.
  • Benchmark and recommend process improvement & operational efficiency initiatives; lead where appropriate.
  • Work with quality, technical, purchasing groups to determine and aid suppliers with implementing process capability & reliability measures for key sources.
  • Support site efforts to drive down total cost and reduce cycle time.

IV - Client Engagement and Customer Relationship Management:

  • Proactively gain involvement and participation of key stakeholders on procurement initiatives.
  • Serve as an advisor to all client groups by explaining the advantages and disadvantages associated with different purchase options including comparison of supply sources and market analysis.
  • Ensure the appropriate level of interaction and communication with key stakeholder groups.
  • Arrange, attend and participate in customer meetings. Raise questions and provide information to identify alternative solutions to customer needs.
  • Meet with finance representative and budget holder regularly to understand spending and budgeting implications for all sourcing initiatives.

V - Business processes and compliance:

  • Work together with the regional lead responsible for business processes and compliance to secure alignment across the region and compliance with all Pfizer relevant policies and procedures.
  • Ensure efficient operation of transactional activity to meet cost, quality and customer expectations.
  • Ensure purchasing activities comply with site and government policies, including compliance to GxP standards as appropriate.
  • Interpret, oversee and ensure the implementation of corporate global policies, site and business specific guidelines and SOPs within the market/site Procurement function.

VI - Reporting:

  • Lead the annual budget and saving forecast process for site.
  • Ensure Procurement metrics are in place for the site.
  • Establish appropriate tools (scorecards, etc) for communication, monitoring progress of implementation and ongoing compliance
  • Ensure savings and value added are tracked and reported into Ariba Sourcing tool.

VII - People Management and Development:

  • Manage the performance and development of the procurement team members.
  • Provide direction, training and motivation necessary to secure their optimum commitment, competence and engagement.
  • Identify succession plan for area of responsibility.
  • Provide coaching and development for team member(s) and create a team environment that drives high colleague engagement. Ensure effective utilization of the Global Performance Management process for all colleagues.

QUALIFICATIONS

  • 8-10 years experience in Procurement; preferably Pharmaceutical Industry or Medical Devices Industry.
  • Bachelor’s degree required.
  • MBA and/or CIPS/CPM/CPSM or equivalent accreditation preferred.
  • Experience with legal contracts, financial analyses, and a track record of delivering cost savings.
  • Procurement experience is essential, ideally a pharmaceutical environment.
  • Strong analytical skills & strategic thinking required.
  • Project Management experience required.
  • Good communication and presentation skills - verbal and written.
  • Proven negotiation and influencing skills.
  • Able to work at all levels of the organization and in complex structures.
  • English language skill required.

PHYSICAL/MENTAL REQUIREMENTS

  • Colleague will be working in a professional office environment and will regularly visit the manufacturing or operational areas.
  • Use of appropriate protective equipment (including but not limited to hard hat, bump cap, gloves, hearing protection and safety glasses) is required in these areas.
