ROLE SUMMARY
Reporting to the Sr Manager Project and Contract Management the Sr. Project Portfolio Lead is a key strategic role for the successful delivery of the Andover capital plan. The Sr. Project Portfolio Lead is responsible for successful delivery of capital and expense projects within their Portfolio at Andover site. The projects will be varied in terms of size and complexity and will encompass all functional areas including Manufacturing, Infrastructure, Laboratory, Facility and Utilities. This will include managing direct and contracted employees.
The Sr. Project Portfolio Lead will assume full responsibility for all assigned projects and ensure the project is delivered in accordance with site requirements adhering to the Capital Project Management Process (CPMP). The Lead will be a key member of the sites projects department and will be required to identify, lead and execute continuous improvement initiatives within the projects discipline to ensure the department is working effectively to positively impact on business performance for the Andover site.
ROLE RESPONSIBILITIES
Oversee and accountable at least 5 Project Managers with responsibilities for at least 30 projects totaling $25M.
Oversee at least 10 vendors and over 50 contractors during project execution at one time.
Responsible for Scope, Cost and Schedule with financial accountability from $200K to $10M projects over multiple years.
Manage and Execute highly complex projects within infrastructure and Manufacturing workstreams from cradle to grave.
Partner with Global Engineering, A&E firms, Construction Management firms, site engineering teams, and end users to deliver portfolio of multi-discipline projects
Manages and reviews status of ongoing projects, progress with developing new projects, tracking or benefits of completed projects.
Responsible for monthly Capital Project Status reporting. Includes ensuring consistent, high quality budget and narrative updates prepared by Project Managers.
Lead and manage the project team to deliver the project in accordance with the Capital Project Management Process (CPMP)
Establish a communication Plan for the project
Ensure that the project design and execution is in accordance with:
The project Basis of Design, including the Pfizer GMP, Pfizer Specifications, the project URS and FRS as applicable
Safety and environmental standards and accepted practices
Good Engineering practices
Energy Efficient Design
Site & Industry Reliability Initiatives
Develop and maintain Project Execution Plan, Project EHS Plan and Project Schedule
Conduct impact assessments and ensure EH&S activities are scheduled, monitored, and performed throughout the project lifecycle
Ensure appropriate design, constructability, GMP and EHS reviews take place
Execute projects in accordance with Validation Plan.
Ensure proper change management processes are implemented
Prepare and issue periodic cost reports identifying committed and forecast costs to complete
Manage project funding requests and project change order requests
Facilitate resolution of project issues and risks with the Asset Express Team.
Leverage Capital Project delivery models’ best practices from across the network to align the capital engineering function to best deliver on business needs.
QUALIFICATIONS
Education:
Bachelor’s Degree in engineering or other relevant technical area
Experience:
At least 7 years of direct experience in Engineering/Project Management
At least 3 of year’s work experience in a bio-pharmaceuticals manufacturing environment
A mix of hands on project management, engineering management, and construction management experience is desirable
Knowledge of regulations applicable to the pharmaceutical industry for example FDA and EPA
Strong Managerial experience in Engineering / Manufacturing
Proven ability to develop a team of technical resources to deliver on business needs
Special Qualifications and Skills:
Project Management/Engineering experience in a multi-faceted, complex, fast paced pharmaceutical manufacturing operation
Strong record of managing complex infrastructure and GMP projects from concept through design, construction, and turnover phases with values ranging from $200K to $10M.
Strong leadership and communication skills are needed.
Ability to manage multiple tasks at any given time and working within a matrix organization is required
PHYSICAL/MENTAL REQUIREMENTS
Proper site PPE adherence will be a must including the ability to gown/ de-gown for manufacturing areas.
The ability to work in a Construction Project Environment
NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS
Travel to other Pfizer locations and engineering service supplier locations may be required periodically as part of this role.
