Job Description:

The Vice President, Communications, Patient Advocacy, and Government Affairs, North America is responsible for managing the external and internal corporate communication strategy for Ipsen in North America, as well as leading the team to represent Ipsen with federal and state legislatures, public agencies, industry organizations and patient organizations. This position will be accountable for developing Ipsen NA’s corporate brand with relevant stakeholders and across appropriate platforms, including metrics to measure success and impact, and ensuring that all communications are fully aligned with the strategic positioning and guidelines of the organization. They will also develop strategy for building value across the Ipsen product portfolio with government and patient advocacy stakeholders. The Vice President is a key member of the North America leadership team and will be a model to Ipsen’s patient focused, innovative and agile culture.

The position will work in a collaborative manner with a variety of functions (Global Corporate Communication, Human Resources, Investor Relations, Marketing, Information Technology, Medical Affairs, Research and Development, Media, diverse working groups etc.) and develop partnerships with third-party organizations and professionals, as needed.

Main responsibilities / job expectations

  • Develop strategies and implement external communications plans to elevate Ipsen and product brand awareness directed at media, patient advocates, healthcare providers, community partners, investors and other key external audiences
  • Increase our impact and differentiate Ipsen with external stakeholders as an industry leader in patient advocacy, including deploying signature initiatives in key therapeutic areas, positioning key Ipsen personnel as thought leaders with industry and advocacy stakeholders, and rapidly adapting to develop strategic partnerships within new areas as our Business Development activities expand our pipeline
  • Lead government affairs and public policy activities for North America business unit to promote Ipsen’s legislative agenda, including development of relevant strategies to affect external engagement with members of appropriate government entities, legislative committees, trade associations and related stakeholders
  • Ensure corporate messaging complies with company policies and guidelines
  • Develop and edit communications materials, including non-financial press releases, key messages, Q&A’s to support key data milestones, medical congresses, company business milestones, scientific presentations, and corporate and product issues
  • Deploy corporate branding and product branding initiatives
  • Identify, develop, and maintain top-tier political and policy relationships with key elected officials and other influencers in the US and around the world to advance the policy agenda
  • Partner collaboratively and transparently with North America President as well as the rest of the Ipsen North American and global leadership teams
  • Proactively identify, prepare for, and manage issues as needed; identify risks and develop defensive and responsive strategies to address industry, legislative and public policy initiatives that could affect patient access to Ipsen products
  • Manage and provide primary interface with national trade associations (e.g., PhRMA, BIO, National Pharmaceutical Council (NPC), Global Business Alliance (GBA), etc.), including staffing of Ipsen executives on boards of directors
  • Track and analyze all legislative and government policy developments of potential relevance to company's research programs, commercial activities, business development objectives and general business operations (e.g., Department of Health and Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare & Medicaid Innovation (CMMI), National Institutes of Health (NIH), U.S. Patent and Trademark Office (USPTO), Department of Labor (DOL), etc.) and ensure to communication of that to all impacted internal stakeholders
  • Oversee PR agencies and manage associated budgets and identify, retain and manage needed contract lobbyists, policy consultants and associated intelligence resources
  • Provide leadership with relevant strategic guidance to help ensure organizational compliance and cohesive business strategies as they pertain to the public sector
  • Provide strategic counsel to senior executives on matters related to the areas included above

Knowledge, abilities & experience

Education / Certifications:

  •  Bachelor’s Degree required
  •  MBA or advanced degree a plus in Communications, Government Relations, or Public Administration

Experience:

  • 15+ years in internal and external communications and responsible experience in government relations
  • Experience leading and developing a team
  • 10+ years’ experience in the pharmaceutical, biotech or life science industry
  • Experience with investor relations preferred
  • Digital and Media Relations experience preferred
  • French speaking is a plus

Key Technical Competencies Required

  • Understanding of legislative processes, including policy and budget processes, required; deep understanding preferred
  • Expert skills in research, evaluating and interpreting complex information
  • Experience in life sciences with patient and professional organizations
  • Strong knowledge of policy development methodologies and procedures required, experience in a Congressional office and/or with state legislators and Governors offices a plus
  • Effective written and oral communication skills required; experience in communications field a plus.
  • Skilled in preparing, reviewing and editing correspondence, reports, presentations and other assigned documents
  • Ability to make sound judgments in reporting and interpreting data and information
  • Superior interpersonal and communication skills with a proven ability to work effectively with a wide range of constituencies
  • Flexibility to travel up to 20-25%
