Role Specification: Global Strategic Sourcing (GSS) US Country Sourcing Senior Manager

This role will give the successful applicant the opportunity to work closely with lots of different business functions and spend categories in one of the leading Bio Tech companies in the world. They will understand how large multi-national companies work and how to work within a corporate environment. There is opportunity to make an impact in our Commercial operations across multiple spend categories including Sales & Marketing, Value & Access, Consulting, Meetings, Print and more.

Purpose:

  • Own and deliver sourcing strategies and productivity initiatives for the US Commercial Region (US Business Operations)
  • Work with other Global Category Managers to create & validate sourcing strategies, business requirements and implementation are fit for purpose according to US needs
  • Deliver the strategic demands of Procurements stakeholders/customers to our Category Management teams
  • Engage with stakeholders and category managers with a holistic view of the entire US Commercial Operations, further elevating strategies that meet the needs of Amgen as a whole
  • To execute and implement the sourcing and purchasing needs of Amgen, where appropriate
  • To ensure compliance with all relevant sourcing policies and procedures
  • To support the Global Category Managers with execution of sourcing strategies, including escalation to appropriate channels with Commercial Leadership or Finance
  • To be a Procurement Process and Systems expert ensuring compliance with all relevant sourcing policies and procedures
  • To be a Contracting expert, leading or supporting contracting activities, managing ongoing contract management needs (for Strategic and Supply Constrained Categories) and to be accountable for hand-off to Contract-to-Pay teams. This includes oversight for all US Purchase Orders
  • Manage one Associate Level Direct Report
  • Accountable for realization for all US specific Supplier Diversity goals and performance
  • Manage prioritized Supplier Relationship Management programs impacting the US Commercial Business

JOB SUMMARY
The US Senior Country Sourcing Manager will be responsible for oversight of various sourcing priorities supporting the US Commercial business units, in accordance with established Procurement policies and guidelines. Working closely with and prioritizing activity with the Category Management team, implementing and contributing to global category sourcing strategies and supplier management processes. The role will report directly to the Commercial Strategic Sourcing Director & working alongside the Category Management team. Role will be based in Thousand Oaks, California.

Context and Responsibilities

Executing sourcing strategies:

  • Develop and implement a year on year productivity agenda and plan, aligned with finance and business objectives
  • Deliver sourcing & productivity opportunities effecting process, demand and cost
  • Manage Request for Proposal and Quotation processes (eRFX), evaluate and negotiate proposals, ensure and validate selection of suppliers
  • Work with the Global category managers to define US Commercial requirements and implement US sourcing strategies
  • Develop supplier analysis and market intelligence to support sourcing strategies
  • Act as point of accountability to support day to day Purchase Requisitions, adhering to Preferred Supplier strategies
  • Support and help drive productivity tracking, submissions, ideations and work closely with Finance on identifying opportunities and gaps across all categories

Delivering value for customers:

  • Supports Global Category Managers with US impacting activity
  • Understands business objectives and interprets customer needs to identify sourcing opportunities to support them
  • Build strong partnerships with colleagues in Finance, Accounting, HR and Function / Business Unit Heads as appropriate
  • Support / Manage delivery and validation of savings
  • Anticipates and prevents potential problems through root cause analysis and escalations
  • Accountable to ensuring the US Commercial teams meet their annual Supplier Diversity targets through regular engagements, reviews and escalations of diverse supplier opportunities

Managing supplier relations:

  • Supporting adherence to preferred supplier lists
  • Support global category managers to identify and articulate long-term strategic value that can be obtained through supplier collaboration
  • Deliver supplier improvement programs and drive continual value from key supplier relationships, via prioritized supplier relationship management programs
  • Lead Supplier Relationship (SRM) programs for critical and/or high priority suppliers for US Commercial teams that span multiple spend categories and stakeholders

Managing contracts:

  • Ensure Amgens procurement policies are followed, ensuring that compliance metrics are met or exceeded, supported through preferred supplier contracts:
    • Inform stakeholders on Amgens sourcing policies and procedures, providing support and corrective actions where required
    • Approval of purchase requisitions and escalation of any non-compliant requisitions to the appropriate category manager
    • Lead contracting with new suppliers, where applicable
    • Ongoing contract management (Renewing and Renegotiating existing and expiring contracts) in partnership with global category managers

Preferred Qualifications:

  • Degree with Management consulting or strategic sourcing experience, with experience in working in Commercial environments
  • Has solid understanding of sourcing processes (tendering, supplier negotiations and contracting), across multiple indirect spend categories.
  • Competent in Project Management with agile mindset and methodology for being able to move projects quickly from ideation to contracting
  • Skills necessary to independently develop practical solutions and always seek out options to present to leadership
  • Ability to provide thought leadership to customers and actively shape customers overall strategy while understanding business goals.
  • Excellent communication skills (presentation, virtual team development, etc) resulting in relationship building and development
  • Proven problem solving skills
  • Able to work with minimal direction, ensuring quality of tasks / service provided by self and other
  • Ability to work successfully in teams, often leading or taking accountability without direct management of others
  • Experience using e-procurement tools such as Ariba / Scout
  • Applies analytical skills to evaluate and interpret complex situations using different information sources in order to draw and present analytic insights
  • Highly proficient with MS Office Suite, including Excel, PowerPoint, Teams
